The CF will never have the money, personnel or equipment to engage effectively in large-scale primary phase combat operations. We therefore should not even attempt such a structuring of the future CF for primary phase conflicts either on our own or in terms of interoperability with other militaries. We should make this decision part of a public linkage between Canadian defence and foreign policy that is intended to leverage the maximum humanitarian benefit in secondary phase conflict.

The brain samples in the latest study came from the Quebec Suicide Brain Bank, administered by Dr. Turecki of the Douglas Mental Health University Institute. With the support of the Bureau du Coroner du Québec (Office of the Chief Medical Examiner), the McGill Group for Suicide Studies (MGSS) founded the Quebec Suicide Brain Bank (QSBB) at the Douglas Mental Health University Institute, to promote studies on the phenomenon of suicide. Research carried out on brain tissue can help develop intervention and prevention programs to help people suffering mental distress and who are at risk of committing suicide.

The Act's emphasis on the promotion of responsible driving and penalizing of irresponsible driving is further reflected in the requirement in the offence that a person knowingly drive while prohibited. This is expressly provided by s. 88(1) which reads: "A person who drives a motor vehicle on a highway or industrial road knowing that (a) he is prohibited from driving a motor vehicle ... commits an offence" (emphasis added). The section has been interpreted accordingly (R. v. Alston (1985), 36 M.V.R. 67 (B.C.C.A.)). A driver who drove while prohibited from driving, yet who was unaware of the prohibition, is not as irresponsible as the person who contemptuously drives while knowing that he is prohibited from doing so. In that respect, it is a graver offence knowingly to drive while prohibited than would be an offence of driving while unaware of a prohibition.

Precise rules governing appeal proceedings are also laid down in the Rules of Procedure of the Boards of Appeal (RPBA 2003), which were comprehensively amended in 2003. The criteria laid down therein for the admission of new submissions take account of the other parties' right to fair proceedings, and are aimed at having proceedings conducted more pragmatically and reliably. The boards were given express discretion to decide on the admissibility of subsequent amendments to a party's submissions (irrespective of whether they are facts, evidence or requests) (full details in CA/133/02). This discretion is exercised with particular attention to the complexity of the new material submitted, the current state of the proceedings and the need for procedural economy (Art. 13(1) RPBA 2007). The RPBA were amended again in 2007; this time the provisions on subsequent amendments were renumbered but unchanged.
