In the event of a failed auction, treasury bills can be issued as backup funding provided that the cause of the failed auction does not also disable the treasury bill market. For example, if a financial institution fails and does not purchase bonds as expected, this amount could be raised through a same day settlement cash management auction. Execution risk also depends on the ability of dealers to maintain their operational platforms in the event of disaster. It is not possible to hold an effective auction if large bidders are not functional. Dealers have disaster plans and backup operational facilities which reduces execution risk (but we did not evaluate these), and some dealers have operations in different cities.

Quand vous venez d'une petite collectivité et que vous essayer de passer votre temps à chercher du financement, quand vous devez chercher les formulaires de demande, rédiger des propositions puis faire tout le travail, vous avez moins le temps d'aider les gens à guérir. Trouver du financement de remplacement n'est pas une tâche facile.

People knew that the Aboriginal Healing Foundation was for a set time, but there isn't other funding that can address that for regions. For example, in the centre that Jim talked about, they were looking for other funding, but the funding for the Aboriginal Healing Foundation was multi-year. Coming from a small community and trying to spend your time looking for funding, when you have to look for applications, write proposals, and then do the work, takes away from trying to help people heal. It's not that easy to find alternative funding.

Federal, provincial and territorial governments offer loans and grants to students who require financial assistance and who wish to pursue a postsecondary education. All levels of government jointly administer the Canada Student Loans Program (CSLP), which is offered by Human Resources and Skills Development Canada (HRSDC). However, Quebec, the Northwest Territories and Nunavut do not participate in the CSLP. Instead, they offer their own student assistance programs and receive alternate funding from the Government of Canada to help them operate these programs. The CSLP provides consumers with important information, by province, on how to obtain financial assistance for postsecondary education at a college, university or other accredited postsecondary institution.
