As of June 2011, members of First Nations communities could file complaints against First Nations governments regarding the administration of the Indian Act, for the first time. A special human rights training initiative was required to prepare and equip external mediators, who had experience working with First Nations communities, so that they could mediate these new human rights complaints, where appropriate.
