I also want to ask about sole-source contracting. The Auditor General said today that when they examined some of the sole-source contracts, the spirit of competitiveness wasn't upheld. He felt that some of those contracts did not meet the test of competitive bidding that the bidding process would have provided. In my view, this in fact then means we probably paid more than we should have, and the taxpayer isn't getting value for money.

Early this morning, just before 2 a.m., a man and woman heard noises outside of their home and when they looked outside their Jeep being was being driven away. The woman contacted police while the man ran outside to the couple's other vehicle and chased after his Jeep. When the man caught up to the thieves he confronted them and was assaulted. The suspects ran into the nearby woods, but were quickly located by RCMP officers with the assistance of a K-9 team.

Some fairly simple observations were made 7 to 10 year olds in their school grounds. They suggested that there was a difference in the way dandelions grow in long grass (which is cut twice a year) and in grass that is mown on a regular basis (like a lawn). The pupils decided to investigate two different features of dandelions. The first measurement was the length of the leaves in each of the habitats and the second was the angle of the dandelion leaf in relation to the ground. They did think of more measurements they could make, but in the time available they decided to limit their activities to just these two.

Since our cows are not towed, a herd produces daily some tens of tons of slurry. We therefore invested in a Joskin KOMFORT2 18000TS tanker injecting at 15-20 cm deep. Some years ago, there were not such machines on the market because in Europe, it was allowed to spread with umbrella-like jets. However, it was not really efficient because when the temperatures rose, a major part of the nitrogen evaporated. Last year, when Alexandr Yuchenko and specialists from OOO "Galex Agro" visited Germany, they noticed that there were no more bad smells when spreading. The reason is simple: the slurry is directly applied in the ground since the Joskin tankers can be fitted with a John Deere cultivator. This technical novelty did not remain unnoticed. This problem of bad smells is therefore resolved in our farm but also for our European colleagues. We also bought a Tornado3 muck spreader.

The police received an anonymous tip that marihuana was being grown in the basement of a house within a specific city block.  One of the officers conducted a reconnaissance and ascertained the exact street address of the house described.  He then used a terminal linked to the electrical utility's computer that allowed police to check electrical consumption at a specified address after entering a password and determined that consumption at that address was four times the average of two other comparably sized residences over the same period.  Later that day he and another officer entered the property.  They observed that two basement windows were covered in something opaque and discovered that a vent was plugged with a plastic bag.  The police then prepared an information to obtain a search warrant which included the tip received, the observations made during the perimeter search and the results of the electricity bill comparison.  On the basis of this information, a search warrant was issued pursuant to s. 12 of the Narcotic Control Act ("NCA").  On execution of the warrant, the police discovered over a hundred seedling marihuana plants.  The accused was arrested and charged with unlawful cultivation of marihuana and possession of marihuana for the purposes of trafficking.  He was convicted of the cultivation charge but acquitted on the charge of possession for the purposes of trafficking.  The Court of Appeal dismissed his appeal from conviction.  This appeal is to determine whether the warrantless perimeter search or the search under warrant violated s. 8 of the Canadian Charter of Rights and Freedoms, whether the police check of computerized electrical records violated s. 8, and whether, if any s. 8 violation occurred, the evidence should be excluded under s. 24(2) of the Charter.

G-10 Ministers acknowledged the growing awareness among the WTO-membership of taking food security into account in the disciplines for trade in agriculture. They noted the importance of both open markets and increased agricultural production and productivity taking into account the diverse conditions in each country endorsed at the FAO Wold Summit on Food Security in Rome, which confirms the G-10 approach on non trade concerns. G-10 Ministers indicated that G-10 Members have always shown good will in trying to achieve a reasonable balance between liberalizing agricultural markets across the board and the need to accommodate Members' specific domestic situation and concerns. However, they noted that the steady increase in the level of ambition in the negotiations on agriculture has put G-10 Members in difficult domestic political situations and left them with little room for manoeuvre. G-10 Ministers therefore reaffirmed their needs and priorities which are the opposition to the introduction of a tariff cap, achieving appropriate flexibilities in the number, self designation including the creation of new tariff quotas and treatment of sensitive products. Concerns remained regarding the disciplines for the SSG. They also reaffirmed the need to address, through trade solutions, the specific concerns of net food importing developing countries.
