The travellers had become weary, wanting an opportunity to prosper while remaining in our community. It was by that time that the cigarette industry was born. An ill-advised and poorly executed raid on Kahnawake cigarette stores occurred in June of 1988. The intent was to end the retail tobacco trade and force my community to participate in an economy more acceptable to Canada.

“Indeed, the whole of the race weekend saw very high track temperatures with peak recordings reaching almost 60°C. The Wednesday before the race we modified our tyre allocation for the race to provide our two hardest compound front slicks as we knew conditions were going to be extremely harsh on tyres. The very high temperatures affected tyre performance by making the track quite greasy and also increasing tyre wear. Over short runs, we could see that outright tyre performance was very good, with Dani setting a new circuit best lap time in qualifying. The race pace was also better than last year, but we did see that over race distances that tyre performance was compromised somewhat by the extreme heat.

I cannot accept defendant’s contention that the weight of the units was not material since the price quoted did not depend on the weight but was for a fixed price of $14,000 per unit. Neither can I accept defendant’s contention that plaintiff was imprudent in not arranging to have the units weighed before commencing loading them. The units in question were manufactured according to defendant’s own plans and specifications by the Treco Company, a manufacturer acting for defendant. It was defendant who furnished to plaintiff the information as to their approximate weights, allegedly having obtained this information from Treco, and these weights were included in the contract. Plaintiffs representatives did inspect the units in the yard of Treco with a view to seeing their general appearance so as to determine the manner in which hooks or lifting equipment could be attached to them, and to verify the over-all dimensions given, but no further information was given them as to the weight. They were told they could not be weighed on public scales and the Treco representatives referred them back to the defendant Jasmin for figures as to their weight. Plaintiff's representatives again asked Mr. Proulx of the Jasmin company if the weight figures were correct and he said that there was nothing to worry about as they probably weighed less than the figures given. Certainly the defendant, as designer of the units, and the Treco company as manufacturer of them should be expected to know the weight of the units within a reasonable range of accuracy and plaintiff was entitled to rely on the information given. I cannot find that a difference between 150 tons and 215 tons is a small or immaterial difference especially when all parties knew

In the election of May 1902 the leader of the Conservative party, James Pliny Whitney*, encouraged Beck to run again, with the offer of a cabinet post. Although the party as a whole was unsuccessful, the popular Beck beat Francis Leys by 131 votes and thus, for the next two and a half years, he would serve as both mayor and mpp of London. It was in his capacity as mayor of a southwestern Ontario industrial city that he came in contact with a group of activists from his home district of Waterloo County who had become agitated by the hydroelectric power question. Led by the manufacturer Elias Weber Bingeman Snider and the enthusiast Daniel Bechtel Detweiler, the anxious businessmen and municipal politicians of the industrial centres of the Grand River valley had begun to organize themselves to obtain Niagara power that they believed would otherwise go to Toronto and Buffalo. They had met in 1902 to study the situation, and then formed common cause with the politicians of Toronto concerned about private monopoly. At first they hoped the provincial government could be persuaded to undertake the distribution of cheap power to the municipalities. Talks with the Liberal premier, George William Ross*, who refused to take on the inevitable debt, convinced them that if they wanted control over electrical distribution they would have to do the job themselves. Beck went as an observer to the first meeting of this group, the Berlin Convention of February 1903, a gathering of 67 delegates representing all of the main towns and cities in southwestern Ontario; he came away an active convert to municipal intervention. In response to this public pressure, in June the Ross government passed legislation (drafted by Snider) authorizing a commission of investigation to explore the possibilities of cooperative municipal action and a statutory framework within which the municipalities could create a permanent commission to operate a distribution system. Snider was the obvious choice as chair of this Ontario Power Commission, which more frequently went by his name. Beck along with Philip William Ellis, a Toronto jewellery manufacturer and wholesaler, and William Foster Cockshutt, a Brantford farm-implements manufacturer, were chosen by the municipal delegates to serve with Snider as commissioners. Thus, in the fall of 1903, Beck began a crash course on the power question. It was a subject ideally suited to his developing temperament, and he could readily identify with the profess
