A short walk from the stampede grounds will take you to Calgary City Hall National Historic Site of Canada, a sandstone building dating from 1911, 17 years after the city's incorporation. The building's Romanesque Revival style is only part of its historical significance. It has also housed the police and other municipal offices. Just a short walk away is a lovely space to take a stroll: Stephen Avenue National Historic Site of Canada. The pedestrian space is lined with shops and gives tourists and Calgarians a glimpse of the city's growth before the Depression.

Before any work could begin, Canadian Heritage/Parks Canada requested several important items. They required the building's historical importance be documented. Completed for the Friends by Island historian, Reg Porter, this report outlined the history of the building, the important institution it once housed and why it should be preserved. The federal department also required a conservation plan outlining the work that would need to be completed and an estimate of the associated costs. Since the federal government was only funding the project in part, they also wanted a fund-raising plan that described how the owners of the building; the Roman Catholic Diocese of Charlottetown; would meet its share of the financial obligations. Finally, there had to be a restoration plan submitted by professional engineers. Coles and Associates conducted an assessment and detailed all the elements of the building that were in need of attention.
