After facing every logistical challenge imaginable, in the spring of 2006 we exported the first shipment ever of gum arabic from south Sudan--not through Port Sudan, which would have been so much easier, but through Uganda, then Kenya, to the port of Mombasa. Following this, we re-examined and took apart every aspect of the operation to determine the strengths and weaknesses of the business plan. We recognized the need for a strategic alliance with one of the major international importers of gum arabic if we were to grow the industry.

Sectoral policies and measures were the subject of many interventions. The United States is one of the world's largest producers and importers of food, but many Members noted that a range of measures assist the agri-food sector. Agriculture is the largest recipient of government outlays to the private sector, nearly tripling between 1997 and 2000 and with the increase exceeding the decline in agricultural output. Specific attention was given to U.S. sugar and dairy policy, as well as to the use of export credits and food aid. Many participants considered U.S. SPS requirements to be complex and lengthy.

The agriculture negotiations have been at the heart of the current round of multilateral trade negotiations, the Doha Development Agenda, since it was launched at the Fourth Ministerial Conference in November 2001, in Doha, Qatar. Given its role as a major agricultural exporter and importer, Canada has a fundamental interest in further strengthening the international rules governing agricultural trade. Throughout the negotiations, Canada has put forward constructive ideas that have helped to advance discussions in ways that meet our objectives, which are to achieve the elimination of all forms of export subsidies, the substantial reduction of trade-distorting domestic support, and real and significant improvements in market access. We have been working with other WTO member countries, both developed and developing, to promote the Canadian approach as the most effective means to achieve a more level international playing field.
