Over the past two years, the Government of Canada’s Canadian Forest Service (CFS) — part of Natural Resources Canada — and the Canadian Model Forest Network (CMFN), have been working with the Argentine government’s Model Forest program. The goal is to develop local-level indicators for sustainable forest management (SFM) that could be applied to Argentinean circumstances. Through annual workshops involving the six Argentinean Model Forests, a suite of local-level indicators has been developed and is now being tested “on the ground” by the Argentinean Model Forests.

In remote sensing, continuous landscapes are sampled into a grid of equally sized and regularly spaced pixels. One consequence of this surface regularization is that pixel values exhibit positive spatial autocorrelation. Accordingly, the extent and nature of spatial autocorrelation can be considered a characteristic of remotely-sensed data which may be exploited as an information source. However, existing global measures of spatial autocorrelation provide little insight into this characteristic since they summarize all spatial interrelationships in a single measure. In contrast, local indicators of spatial association (LISA) measures assess for each pixel in the image both the degree of spatial dependence with neighbouring pixels and the magnitude of variate values in the neighbourhood of the pixel. Large prevalence studies, conducted at regular intervals within a jurisdiction, are very useful in estimating the nature of substance use in that jurisdiction. Information of particular value to programmers is: age of first use of a significant portion of the population, age and gender differences, age of peak use for most youth, and problems reported. Prevention programmers also need to seek out more local indications of the nature and extent of substance use in their community (e.g., police and emergency room data). The Canadian Community Epidemiology Network on Drug Use (CCENDU) supports a number of Canadian communities in developing a profile of drug use in their communities. Each community in the network brings together local experts (e.g., public health, emergency ward, police, and treatment specialists) to contribute quantitative and qualitative information that is relevant to local needs and easily updated.48 Prevention and health promotion workers are also learning from First Nations peoples and using structured narratives or story telling to gather qualitative information on what is occurring within a community.49
