The costs of crime to Canadian society are considerable, with the most recent estimate being a staggering $100 billion dollars in 2008 (Zhang, 2011)Footnote 1. As such, crime prevention – which generally consists of “any preemptive intervention[s] intended to block or reduce: [1] the likelihood of the occurrence of a criminal act at a given location, or [2] the onset of criminal behaviour within an individual” – has been identified as a key priority in Canada's political and policy environments (National Crime Prevention Centre (NCPC), 2007, 2008, 2009; Schneider, 2010, p. xv). In this country and internationally, a wide variety of crime prevention programs are being designed and implemented to decrease the likelihood of later offending. These programs are generally delivered via two main strategies: the direct targeting and mitigation of risk factors among children and youth, and/or the modification of the conditions and situations that may increase the probability of crime in schools and communities (International Centre for the Prevention of Crime, 2008; NCPC, 2008). The importance of the existence of such crime prevention programs cannot be understated, as crime prevention promotes public safety, advances social justice and contributes to sustainable development (United Nations Economic and Social Council, 2002).
