J’avais pris l’avion de Chicago à Buffalo, dans l’état de New York, afin de rejoindre mon ami Steve Kurtz du groupe Critical Art Ensemble (CAE), un jour seulement après la mort soudaine de sa femme pendant son sommeil. La police, venue constater le décès, a trouvé une table jonchée d’équipements de laboratoire ; sceptiques à l’idée que Kurtz puisse se servir de tout cela pour son art, ils ont appelé la Brigade antiterroriste. Quand je suis arrivée le jour suivant, le FBI était là pour embarquer Kurtz et lui interdire l’accès à son domicile, en l’attente de fouilles qui ont mené à la confiscation de ses matériaux de recherche, y compris un ordinateur et de nombreux documents personnels. On m’a soumise avec lui à l’intérrogatoire. Ce n’était pas la première fois que j’avais tenté de rendre compte de ce type d’art, mais la circonstance – un ami accusé de bioterrorisme – ajoutait une urgence toute nouvelle.

It was quickly apparent that the case was giving us opportunities to speak publicly about the very issues that CAE’s art activities intended to bring to the public. For the previous decade their work had focused primarily on the implications of various applications of genetic engineering. The government had confiscated the equipment of a mobile lab for testing processed food for genetically modified ingredients; the research they confiscated was for a new project on the diversion of resources from public health to new biodefense programs. Some time after Steve Kurtz’s nightmare began (it continues; more on that soon), I set out to formulate not only a justification for artists’ participation in the sciences, but also a set of criteria for such endeavors. Given the current role of the life-sciences as drivers of economic gold rushes and techno-scientific advances benefiting a tiny part of the world’s population, the point of proposing criteria is to sort out projects that seek to interrupt those trends from those that ultimately reinforce them.

Because an accord is often assimilated to a contract, considerable attention has focussed on who should sign off on the final agreement on behalf of the sector. But, an accord is not a contract, nor is it the equivalent of a collective bargaining situation in which the union leaders need to seek ratification by the membership. If the engagement process has succeeded in creating a genuine dialogue in which the process is regarded by most of the sector as legitimate and the voluntary sector JAT members as credible representatives, then who signs should not be a particularly controversial point. It would be natural that all the members of the JAT sign, with the government's consent officially sanctioned by Ministers and Parliament. An equivalent endorsement might be considered for the sector. The boards of voluntary organizations could submit their endorsement to the JAT in writing or electronically.20 This would not be a vote with a required threshold to pass, but more in the nature of symbolic support. This approach was rejected in both England and Scotland, largely due to the relatively uncontested authority of NCVO and SCVO respectively to sign on behalf of the sector. Given the more diffuse structure of the sector in Canada, however, such an endorsement could be a useful step in reconnecting the voluntary sector members at the JAT to the sector as a whole and of reinforcing the important notion of the autonomy of the sector. An official signing ceremony could mark the achievement and permit the historic event to be shared outside the Ottawa circle.

En outre, l’objet, tel qu’il est reconstruit aujourd’hui peut être apprécié dans son ensemble, et cela, nous le devons aux travaux de reconstruction et de consolidation entrepris au début du 20e siècle. Différentes interventions récentes et de qualité ont permis de rendre sensible sur le site un certain sens de la continuité historique à travers les millénaires, et ce malgré les différentes approches qui ont inspiré les travaux de restauration.

Some more important parts of the Bellinzona fortifications were restored, converted, and rebuilt in the 20th century, in accordance with the scientific knowledge of the time. Subsequently, the debate about the authenticity and original substance of the site are certainly justified. But the special value of the place as a whole lies more in the authentic, original structure of this remarkable Late Middle Ages defence system than in the historical substance of this or that specific element. Moreover, the object as rebuilt today can be appreciated as a whole, and we owe this to the reconstruction and consolidation works carried out in the early 20th century. Various recent, high-quality restorations have lent a certain palpable sense of the historical continuity on this site down the millennia, in spite of the varying approaches that have informed all the different restoration works.

Au mois de mai 2004, je me suis trouvée face au besoin d’expliquer à des agents fédéraux l’utilisation légitime, par un artiste, de techniques biologiques de pointe. J’avais pris l’avion de Chicago à Buffalo, dans l’état de New York, afin de rejoindre mon ami Steve Kurtz du groupe Critical Art Ensemble (CAE), un jour seulement après la mort soudaine de sa femme pendant son sommeil. La police, venue constater le décès, a trouvé une table jonchée d’équipements de laboratoire ; sceptiques à l’idée que Kurtz puisse se servir de tout cela pour son art, ils ont appelé la Brigade antiterroriste. Quand je suis arrivée le jour suivant, le FBI était là pour embarquer Kurtz et lui interdire l’accès à son domicile, en l’attente de fouilles qui ont mené à la confiscation de ses matériaux de recherche, y compris un ordinateur et de nombreux documents personnels. On m’a soumise avec lui à l’intérrogatoire. Ce n’était pas la première fois que j’avais tenté de rendre compte de ce type d’art, mais la circonstance – un ami accusé de bioterrorisme – ajoutait une urgence toute nouvelle.

It was quickly apparent that the case was giving us opportunities to speak publicly about the very issues that CAE’s art activities intended to bring to the public. For the previous decade their work had focused primarily on the implications of various applications of genetic engineering. The government had confiscated the equipment of a mobile lab for testing processed food for genetically modified ingredients; the research they confiscated was for a new project on the diversion of resources from public health to new biodefense programs. Some time after Steve Kurtz’s nightmare began (it continues; more on that soon), I set out to formulate not only a justification for artists’ participation in the sciences, but also a set of criteria for such endeavors. Given the current role of the life-sciences as drivers of economic gold rushes and techno-scientific advances benefiting a tiny part of the world’s population, the point of proposing criteria is to sort out projects that seek to interrupt those trends from those that ultimately reinforce them.
