Les aides à la formation contribuent non seulement à l’égalité des chances dans l’accès à une formation supérieure mais favorisent également les chances de réussite des étudiants, car elles permettent d’éviter la charge supplémentaire que représente un emploi annexe.
Contributions to education do not only provide students with equal access to higher education but also increase their chances of success in their studies when they are not encumbered by the additional workload of a side job. At ETH Zurich and EPFL, in particular, full-time studies hardly leave any room for any other occupation – and subjectoriented internships are often a compulsory part of the curriculum, which additionally limits students’ possibilities of working in a side job. For this reason, the principles of a system change as provided by the Scholarship Initiative also merit closer observation. The ETH Board is convinced that the discussion about a fundamental redesign of Switzerland’s scholarship system must continue even if the proposed revision of the act is adopted. It is aware of the fact that such substantial additional costs as would be caused by the Scholarship Initiative would be at the expense of other important political areas. It therefore understands the reservations about the Scholarship Initiative expressed by the Confederation and the cantons in terms of finance policy and wants to avoid counterproductive effects. Under no circumstances should a redesign of the scholarship system be conducted at the expense of contributions towards education, research and innovation. It would also have to ensure that the vocational training system would not be put at a disadvantage. The ETH Board thus understands the Federal Council’s arguments concerning the Scholarship Initiative on the basis of finance policy but considers an increased material harmonisation of the scholarship system to be indispensable.
