The election of October 1919 came as a devastating blow to Beck and, potentially, to his project. The eventual premier, Ernest Charles Drury*, had little choice but to keep Beck on as chairman, but he appointed a tough ex-soldier, Lieutenant-Colonel Dougall Carmichael, to the commission to keep him in line.
