Ethical considerations are an important part of clinical trial planning, and pre-approval is required. This document serves as a model and guide for the ethical conduct of research involving humans. It includes a specific chapter (Chapter 11) on issues involved in the design, review and conduct of clinical trials. It also provides guidance to ensure that the ethical conduct of research is not compromised by real, potential or perceived conflicts of interest. Although oriented to pharmaceutical research, the concepts can apply to food studies. The Statement is a joint policy of Canada’s three federal research agencies: the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council of Canada (NSERC), and the Social Sciences and Humanities Research Council of Canada (SSHRC).

This report describes the ethical considerations used in pandemic influenza planning in the WHO European Region, WHO’s work on incorporating ethical considerations in the development of such plans, some possible guiding principles for ethical decision-making, the ethical frameworks for pandemic influenza planning in three countries (Norway, Switzerland and the United Kingdom), national decision-making structures for planning and response (with a case study from Belgium), the issue of public participation in ethical questions in pandemic influenza preparedness, and the Forum’s conclusions. It is hoped that this publication will contribute to global work on the ethics of pandemic influenza planning, and, through the exchange of experience with the tools countries are using for ethical policy-making, further promote and concretize the policy principles of ethical governance of health systems in the WHO European Region.

A critical issue in coming years will be the extent to which ACP producers of bulk commodities can shift patterns of production to serve emerging ‘luxury purchase’ components of the EU market, that is those market components where purchase decisions are based on quality and ethical considerations and not solely price. These market components in the EU are growing (although this growth needs to be further fostered) and are partially insulated from the more general trends towards declining prices. Successfully making this transition, while preferential access to the EU market still has some value (up to around 2015) is vital across a range of sectors if ACP producers are to continue to be able to trade profitably into the EU market.

International research collaborations are multiplying fast, but not all national funding agencies manage their science in the same way which can hamper projects that span borders. To tackle the problem, a voluntary forum, the Global Research Council (GRC), has been formed to share best practice and encourage common principles. Early May 2012, the leaders of about 50 national research-funding agencies met at the headquarters of the US National Science Foundation (NSF) to discuss the GRC’s agenda: issues such as peer review, data sharing, research integrity, open access, career development and ethical conduct in research on humans. My view is that a national advisory council would be a major place in which you could have a strong element of an ethical, legal, and spiritual input. As I conceive a board, a regulatory board would be a smaller management board, although that doesn't mean one of the five to nine directors on the board is not also a highly respected scientist and/or ethicist or what have you, in addition to those with the financial and administrative skills needed to run that organization.
