The EU should pursue an ambitious sustainable energy policy, including binding targets on renewable energy. However, as local conditions, needs and means vary greatly, any binding measures put directly on the local and regional level should be considered with extreme caution and in close consultation with the concerned actors.

Mining is an economic engine for West Africa, which supplies about nine percent of the world’s bauxite, and eight percent of its gold. This contribution is expected to grow, with large gold, iron ore, and bauxite projects in advanced planning stages, along with unexploited uranium, copper and diamond deposits across the region.

Provincially, the Ministry of Community Safety and Correctional Services (MCSCS) has a strong commitment to preventing crime. MCSCS continuously delivers services and sets standards, policies and guidelines in policing, corrections and public safety to keep Ontario’s communities safe. This is evident through the extensive work undertaken in partnership with various municipal police services, the Ontario Provincial Police (O.P.P.), all levels of government and community agencies in promoting crime prevention through community policing and community mobilization throughout the province.

The EU Aid Volunteers initiative (European international volunteer programme for humanitarian missions abroad) supports the humanitarian community to deliver needs-based humanitarian aid, while also building the capacity and resilience of local communities affected by disasters globally. EU Aid Volunteers projects contribute to disaster risk reduction and resilience building, helping communities and local humanitarian organisations be better prepared for, withstand and recover from disasters.

At the other end of the risk spectrum, the naval ship-building programmes of major powers in Asia ostensibly aim at acquiring an indigenous capacity to patrol and protect the sea lines of communications which underpin their newly acquired major trading partner status, making them welcome stake-holders in the pursuit of enhanced maritime security. International counter-piracy operations in the western Indian Ocean, as well as multinational maritime exercises involving an expanding number of Pacific basin nations, are compelling illustrations of this positive trend. But these programmes may also carry with them an embedded sea-denial capability that could be a source of mutual suspicion, as well as of concern to other major trading nations.

Threats to the supply chain: In situations of armed conflict or general insecurity, there is a danger of food being looted or requisitioned by warring parties, and the risks to security of transport routes and warehouses must be managed. There is potential for theft at all stages of the supply chain: control systems must be established and supervised at all storage, hand-over and distribution points to minimise this risk. Internal control systems should ensure division of responsibilities to reduce the risk of collusion. Stocks should be regularly checked to detect illegal diversion of food. Measures should be taken not only to ensure the integrity of the supply chain but also to analyse and address broader political and security implications, such as the possibility of diverted stocks fuelling an armed conflict (see Protection Principle 1).

Ms. Viola Krebs, Director of ICVolunteers, continued by providing specific examples of hands-on initiatives lead by her organization. E-TIC.net facilitates technology access to farmers, herders and fishermen in West Africa (Mali, Senegal). Working with a multimedia toolbox, the E-TIC program allows volunteers to use various technology means for the purposes of working with populations in the rural zones of Western Africa, where connectivity tends to be scarce. Combining modern technology with more traditional local means, volunteers help local populations get access to valuable information related to their daily lives, be it on what the effects of pesticides are, or on how to reduce their use and at the same time maintain good farming productivity. Ms. Krebs further mentioned other ways in which cybervolunteers can be involved and briefly talked about volunteer computing, an activity during which volunteers share the CPU power of their computers while they are idle. This type of technology allowed Africa@home and Malariacontrol.net to develop and test a new malaria transmission and prevention model which could benefit from the energy of thousands of computers around the world. This kind of technology is also a form of digital solidarity.
