The Constitutional Treaty provides in Article I-54.4 that a European law of the Council will lay down implementing measures for the Union's own resources system. However, the Union's own resources system will remain subject to unanimity.

Public Discussion: Another way to engage public debate is through a public discussion, which is more informal than a public hearing, but still subject to the rules of procedure. Advocates may benefit from a public discussion of the issue at hand because more people have the opportunity to participate when a discussion is held outside the parliament. The disadvantage of the public discussion is that while civil society experts on the issue may be present, not all members of parliament or the desired policy makers will participate.

Unlike bonds, shares are not borrowed money for companies, but own funds. Thus, the shareholder holds a stake in the company and - unlike the bond holder - is not a creditor. However, equity investments entail a greater risk as their prices generally vary more than those of bonds. It is primarily the company's success which raises the price of the share, or reduces it in the case of failure. However, many other factors may affect share prices, including the sentiment on international stock markets, which is in turn influenced by the world economy and global political events.

Born in the village of Saint-Alexis-de-Montcalm in the Joliette region, Isabelle had planned to become a teacher, like her mother and aunts. By chance, she decided also to apply to the Faculty of Law of the Université de Montréal and had to make a difficult choice after being admitted to both programs. It was Jean-Paul Provost, her psychology professor at Collège de l’Assomption who, over a coffee in a heart-to-heart talk, finally convinced her to choose law, pointing out that it offered versatile training that would allow her to switch to teaching if she wanted to.

If a party refuses to comply with a judgment or order of court, a range of enforcement procedures are available. Where the judgments is for a sum of money, the most common method of enforcement is either by seizure of the debtor’s goods or by an attachment of earnings order. If the judgment takes the form of an injunction, a refusal to obey the injunction may result in imprisonment for contempt of court. Normally the court orders the costs of an action to be paid by the losing party, but in small claims parties are normally expected to pay their own costs, though they can usually recover court fees from the loser. This reflects the fact that small claims procedures are designed so that parties can deal with matters without using lawyers.

The Communist Party's decision to appoint Xi Jinping to vice-president of the party's Central Military Commission quashes hopes of political reform in the country, the liberal-conservative daily Corriere della Sera writes: "Because Xi Jinping is naturally subordinate to the party. It claimed the 'leading role' for itself yesterday. ... The new five-year plan covering the years 2011 to 2015 is waiting to be implemented, and although the terminology may be reminiscent of the Soviet era it contains entirely new challenges. Beijing intends to secure 'relatively rapid and stable growth' by reducing economic imbalances. The debate about political reforms sparked by the repeated statements of Chinese Premier Wen Jiabao and all the talk about the Nobel Peace Prize for dissident Liu Xiaobo are nothing but hollow phrases. ... The impulse for change initiated by Xi Jinping will be subordinate to the role of the party. And his famous singer wife, Peng Liyuan, will be advised to tone down her performances, as befits the wife of a leader."

Retail prices for bananas in UK supermarkets have once again been subject to substantial price reductions to between £0.67 and £0.74 per kilo. These price cuts are driven by the strategies adopted by supermarkets to position themselves in the context of the economic downturn. Alistair Smith of Banana Link has voiced concerns over the practice of discounting banana prices adopted by major multiple retailers, a practice which he believes serves to ‘devalue bananas in consumers minds’, thereby bringing ‘volatility to the market’. There are also concerns over the longer-term impact of these practices on prices paid to banana growers. While ‘retailers guarantee minimum prices to suppliers of fair-trade bananas’, which as a consequence ‘remain protected from the effects of discounting, ... it is a different matter in the conventional banana supply chain.’ Here, while losses were not immediately being passed on to growers, prices are being put under greater pressure when supply contracts come up for renegotiation. This results in value being squeezed out of the supply chain. In addition, according to Alistair Smith, ‘ongoing price wars in the conventional banana sector are preventing any further growth in the fair-trade market’. Smith maintains that ‘some retailers would have made the conversion to 100% fair-trade bananas if the subsequent price differentials between conventional and fair-trade weren’t so great.’ He argues that retailers committed to fair trade should abandon such price wars and instead give the signal that ‘a low price is not a fair price.’
