A. Mushkarev stressed the fact that the introduction of electronic visas does not mean the simplification of the visa regime. The basic requirements, the list of the required visa documents and the amount of the visa fee will remain unchanged. However, issuing e-visas will help to improve security level since this way of providing information allows receiving data more quickly.

In the prophecy of Jeremiah we can feel the presence of a new spirit. A spirit who will lead the people not by the hand as in the old days, but by the heart, because the will and love of God will be written in the hearts of God’s people – a new covenant! Jeremiah thought of a new covenant for the house of Israel and Judah – but for us it has turned into something new – the whole world. God will make this possible!

Support for such recovery in the present case will not lead to "liability in an indeterminate amount for an indeterminate time to an indeterminate class", to borrow an often-quoted statement of the late Judge Cardozo in Ultramares Corp. v. Touche[23], at p. 179. The pragmatic considerations which underlay Cattle v. Stockton Waterworks Co.[24] will not be eroded by the imposition of liability upon Washington as a negligent designer and manufacturer: cf. Fleming James, "Limitations on Liability for Economic Loss Caused by Negligence: A Pragmatic Appraisal", (1972), 12 Jo.S.P.T.L. 105.

One example of experimental development is the work that came about from the discovery of the principle of the transistor. It resulted in the development of devices that used this principle to create solid-state amplifiers and other devices. The development of technology to make devices and eventually products using this discovery was done through experimental development. The applied research was rapidly followed by the development of working prototypes and eventually by practical techniques to make a new product—the transistor. Developing a transistor after discovering the principle of the transistor did not advance scientific knowledge. It did, however, advance technology (the practical application of scientific knowledge and principles).

In 1998, the European Commission received the mandate from the Council of the Union to negotiate a new partnership agreement with the ACP countries after the expiry of the Fourth Lomé Convention in the year 2000. The eradication of poverty will be the central plank of the agreement, which will require reforms in the ACP countries to achieve more sustained development and greater competitiveness as well as to develop the private sector, create productive jobs, improve access to social services and extend the partnership to civil society. In the resolution, the ACP-EU Joint Assembly, among others, maintains that, if sustainable development is to be achieved, “... human beings and their basic rights should be made the focal point of development policy deliberation and activities”; maintains, in particular, that the new ACP-EU Convention “will provide an important opportunity for honouring the commitment and achieving the objectives adopted at international summits”; and notes that the OECD’s Development Assistance Committee “has negotiated a number of useful reference points”. It reiterates that “ownership of interventions is crucial and that this requires early involvement by civil society in the formulation of policies and programmes”.

The author also made other observations that suggest he does not understand how the OPP is applied by more able planners: “...experts frequently deviate from formal procedures” and “steps ... were returned to five times throughout the four planning cycles, again illustrating the lack of rigid separation of steps within the OPP.” In my experience, both with teaching OPP and using it in ‘real life,’ rigid adherence to the steps of the process are only necessary until the planners are fully conversant with the intent of the process – to ensure that fully collaborative planning is undertaken and that a broad range of factors have been considered in the formulation of options. ‘Rigid’ separation of the steps in the process is neither necessary nor profitable. Such dogmatic adherence to a ‘checklist’ approach to planning will not result in the effective orchestration of military force that lies at the very centre of Operational Art. As I used to say to my students: “The Checklist is the crutch of a weak mind.”
