No new export licences for ‘C’ sugar were issued after May 22nd 2006 and the final exports of EU ‘C’ sugar landed at their destinations in August. This was in line with the WTO panel ruling. EU intervention stocks are growing rapidly, with sugar ‘pouring in’ and stocks standing at 1.6 million tonnes. While efforts have been undertaken to sell its sugar into the EU market, these have enjoyed limited success. The 14% quota reduction announced for 2006/07 should however slow the growth of intervention stocks. It is unclear whether the existing reforms will deliver a balance in the EU sugar sector in the new international trading circumstances.

It is difficult to estimate with certainty the annual utility cost savings that will result from implementing an EMIS. Over the past 15 years, significant development work has been undertaken in the UK. Results indicate that, when properly implemented, an EMIS can save 5 to 15 percent of annual energy costs. As an initial approximation, 8 percent appears to be a reasonable estimate. A more refined estimate of savings can be developed by conducting a "front end" energy survey to assess the extent of a site's controllable loads and potential reductions through improved operating practices as a result of meaningful, timely information. The results of the survey can be used to identify the areas of greatest energy use and potential savings should it be decided to implement a targeted pilot project with reduced scope before full implementation. In this case, EMIS software (database, graphics, reports, historical archiving and trending) and hardware components (processing power, network bandwidth, disk and memory, and printing) should be designed with sufficient expansion capability for future requirements without requiring a process interruption.

Root N concentration explained >60% of the variation in respiration rate at any given combination of root order and temperature. Root respiration showed a classical exponential relationship with temperature, with the Q10 for root respiration in roots of different branching orders ranging from 1.62 to 2.20. The variation in root respiration by order illustrates that first-order roots are more metabolically active, suggesting that roots at different branch order positions have different physiological functions.
