I doubt that this estimated number is correct – the actual number is probably much higher – but let’s leave it at that for now. Some of these users value diverse cannabis strains for their respective mind-altering properties, whereas others choose strains suited for a variety of medicinal purposes. The vast majority of people who consume cannabis have to obtain it illegally because of the existing cannabis prohibition laws in most countries. A great deal of the cannabis sold on the black market has been produced under bad conditions, grown purely for profit, and sold to the consumer without quality controls of any kind.

Having said that, I work in a jurisdiction, as with my previous appointment in British Columbia, where the public can make a complaint. If the statute only provides for members making complaints, I don't think you'll find that a person among the public who wants to make a complaint will have any difficulty getting an opposition member to bring forward a complaint if there is substance to it. That has been my experience. My experience also has been that where it's open to the public, you're going to get a lot more frivolous complaints, perhaps, in fairness, based on people not understanding what your office is, what your guidelines are, and what you're there to do. I have no problem with opening it up to the public, but I don't see that as a critical requirement, because my experience is that if there's substance to a complaint, an opposition member will be very quick to cooperate with a member of the public.

JS: They came, and a lot of them had been in Homes with other children, I mean Barnardo’s had their Girls' Village [Home] where about 20 children were in each cottage with a mother looking after each group of 20. They always had friends around them or children with the same problems around them. All of a sudden they are stuck out on some very lonely farm, maybe being mistreated, particularly the girls. So loneliness was the big thing, the fact that they were away from all their friends and people they could talk to, and they never knew the reason why they were being shipped over. Most of them, Art Monk who I knew quite well (he died two years ago at 97 years old), that was his question all the time, “why, why was I sent?” His parents were still alive, he and his two brothers, his brothers were sent earlier than him, were shipped to Canada. Why?
