Force is the amount of effort exerted by the muscles. All work tasks require workers to use their muscles to exert some level of force. However, when a task requires them to exert a level of force that is too high for any particular muscle, it can damage the muscle or the related tendons, joints and other soft tissue. National military expenditures are considered a relevant indication of military strength. One consequence is that defence expenditures are commonly used as an international measure of military power. However, in terms of the use of military expenditures as an analytical tool, defence analysts agree that statistical data available on defence spending is not comprehensive, and should therefore be interpreted with caution. The use of comparisons by converting monetary aggregates of defence expenditures to a specific currency has numerous deficiencies. However, it avoids the myriad of problems inherent in comparing force levels across nations. The objective of analyzing defence expenditures between nations is that through such comparisons, the relative amount of resources allocated to defence can be ascertained in order to determine the relevant defence burdens across nations.

Although avoiding or defeating the incoming weapon can be effective in many instances, concentration exclusively on this method easily could lead to a unit being subjected to repeated attacks and eventually being overwhelmed. At the very least, it will be distracted from accomplishing its mission. Therefore, the ability to deter or, if necessary, to engage and defeat an attacking unit also must be recognised as a vital part of a robust self-defence capability. It also will allow Canadian naval forces the flexibility to apply a level of force appropriate to the situation. This is because, more than simply needed to ensure self-defence, an ability to engage attacking at longer range results, de facto, in a limited offensive capability. Hard kill air defence systems, by their very nature, tend to have the ability also of engaging airborne launch platforms. Effective anti-surface and anti-submarine weapons with a stand-off capability will allow surface and sub-surface units an extra a measure of effectiveness in preventing initial and continuing attacks on themselves. This is fully supported by the SCP, in its call for a "reasonable offensive capability" for TSSUs.14 As such, this flexibility allows naval units not only to defend themselves, but also to take the initiative in asserting and enforcing national or coalition authority, as necessary. Indeed, it is this ability to make use of a "defensive" necessity for "offensive" purposes that enables naval forces to fulfil effectively such functions as MIO, sea denial, or sea control.

The aim of this text is to set up a certain number of elements which may serve as the foundation for a phenomenological interpretation of weightiness; in other words, a characterisation of the phenomena of gravity and weight as they appear and are meaningful for an individual in his daily, “pre-reflexive” relation with the world. Although the thoughts presented here are primarily philosophical in nature, we invoke a set of observations which derive from empirical science, in particular psychology, in order to support the chain of reasoning. We will first show, on the basis of a number of results from experimental psychology, that the “weight” of an object that is being manipulated is spontaneously evaluated/perceived by the individual on the basis of the effort that is required to lift it; and that the amplitude of the effort that must be furnished in order to produce a given level of force is itself proportional to the maximal force that the individual is capable of producing. This leads us to propose an initial phenomenological characterisation of weightiness. We then seek to identify the structures which, on the part of the perceiving subject, make it possible for something like “weight” to become manifest. Two main ideas become patent. On one hand, “weight” can be understood as one of the ways by which an individual can make his world intelligible, by referring the object he is manipulating to the latitude of his capacity to act, in other words to the purchase he has on the object. On the other hand, since a weight is not something that one can see but something one has to bear, something which can only be perceived by taking charge of it, only a perceiver who is able to relate to himself as to a finite power, a being who is perpetually exhausted, will have the requisite conformation for encountering something like “weight” – in order to open up a world where weightiness reigns.
