After being transported to the detachment, Mr. Willey continued to strain against his restraints, causing two members to use their conducted energy weapons (CEWs) on him. Shortly thereafter, a decision was made to transport Mr. Willey to the hospital. Mr. Willey went into cardiac arrest in the ambulance and died the following morning.
