The Atlantic Canada Opportunities Agency (ACOA), in collaboration with the Federal and Atlantic Canadian Provincial Governments, retained Navigant Consulting Ltd. (Navigant) to conduct this Atlantic Energy Gateway (AEG) study to identify market opportunities within the international northeast region for Atlantic Canadian clean and renewable energy.  The purpose of the study is to review and summarize provincial and state clean and renewable energy policies, supporting clean and renewable energy consumption targets and mandated clean and renewable energy procurement policies for Atlantic Canada and New England.

The new code, due in November 2011, sets energy use targets that current insulation types are unlikely to meet. In the U.S., the National Highway Traffic Safety Administration is the authority that is responsible for setting new fuel efficiency targets. By law, NHTSA, as we call it, is obligated to set new vehicle fleet fuel efficiency targets at the maximum feasible level that manufacturers can achieve, based on technological feasibility, environmental considerations, consumer safety, and economic concerns. Recognizing the integrated nature of our industry and our markets, we think this approach should work equally well for Canada.

While agricultural prices are inherently cyclical, there are strong reasons to believe that the underlying trend is upward (see Agritrade article ‘ High commodity prices here to stay, but at lower levels than recent peaks’, 9 August 2011). While some sources of increasing demand may be ameliorated by policy change (e.g. modifying biofuel consumption targets), others are unlikely to be reversed (such as dietary change in the rapidly growing countries of Asia and elsewhere). This presents both a challenge and an opportunity to many ACP states which face substantial import bills, but which have great agricultural potential.
