The core of the evaluation of Canadian programming for public diplomacy lies in the overall question related to the totality of the effectiveness, relevance and efficiency of the set of programming that FAC utilises to extend its influence at home and abroad, and support foreign policy objectives, in particular what at the time was called the Third Pillar of Canada's foreign policy. Over the course of the last decade, public sectors world-wide have undergone fundamental realignments with respect to how they engage stakeholders in policy and program development dialogue and, equally if not importantly, how they harness non-governmental actors in support of the attainment of governmental objectives - domestic or international. In many respects, this "top down" concept that overall foreign policy drives the articulation of a set of tools (public and cultural diplomacy being part of the overall mix) for its attainment, has a corollary in the fact that a "bottom up" response (implemented by the posts and tailored to local needs and audiences) may be the only way to exercise the sufficient degree of influence with external informants.

The United States is the most salient comparator to Canada because of the large volume of US-Canada cross-border currency and capital markets transactions. The US is different in many respects, because many of the roles carried out by the Borrowers are the responsibility of US government departments directly, such as the US Export-Import Bank, Housing and Urban Development (HUD) and General National Mortgage Association (GNMA or Ginnie Mae). Additionally, the US has many borrowers that have been established through official Congressional mandates, called Government Sponsored Entities (GSE's) or government agencies, to achieve government purposes which are comparable to some of the Borrowers, like the Farm Credit Bank System, but which differ materially because they do not have explicit government credit support, and in most cases, have non-governmental shareholders or association members. The Canadian Borrowers tend to have attributes of both; the explicit Canada Credit like a department, but the corporate structure and public policy delivery mission of a GSE or agency.

The CF has moved towards capability-based planning whereby high-level government policy and objectives are translated into military capability requirements. This requires the systematic assessment of the “value” of equipment, personnel, organizational and doctrinal change options to meet these capability goals appropriately assessed and prioritized according to utility in scenarios, missions and tasks. The value must be derived and expressed in new and transparent ways. It must be coupled with cost to support strategic decisions, and it must include risk, consequence and trade-offs in its formulation. New mathematical and soft system techniques are needed that can provide a systematic, repeatable and transparent analysis. Specific challenges include the development of models for: assessment of weapons, sensors and C2 system performance; joint combat simulation including group behaviours and command decision making; and comparing and valuing joint force structure options in a holistic manner across different scenarios.

Where governments initiate projects, shared discretion can be seen as a trade-off: direct control and the power to enforce government goals are traded for the ability to draw in the capacity of other actors within a negotiated relationship. In the context of networks, Eva Sorensen and Jacob Torfing describe this as meta-governance, or the “governance of relatively self-governing networks”. These are networks that operate within limits, using on-going dialogue to develop norms and approaches, rather than the more traditional use of legal sanctions or the fear of economic loss to impose a hierarchical interpretation of policy objectives. This approach, can widen available resources, free innovative thinking, build consensus and create alternate forms of legitimacy. It may not necessarily translate into over-all cost savings and in some cases has cost more, as was the case in Chicago’s Millenium Park, due to the creation of a broader public vision. This example also demonstrates that partners are more likely to become involved if they have input into how a project will be developed and if they know they are creating something above and beyond what government could have achieved through taxation alone.

Other areas that came under Sifton’s jurisdiction were treated in the context of efficiency in achieving the government’s overall goals. The Geological Survey of Canada [see George Mercer Dawson*; Robert Bell*] was partially reoriented from a largely scientific entity to a body expected to locate mineral deposits and aggressively encourage their exploitation. National parks were developed to attract tourists, but also for other purposes, such as mining. Sifton was instrumental in the negotiation with the CPR’s president, William Cornelius Van Horne*, of the contract for the construction of a branch line popularly known as the Crow’s Nest Pass Railway [see John Duncan McArthur], which linked mining and forest resources into Canada’s east-west rail network. The historic Crowsnest Pass agreement passed by parliament in 1897 significantly lowered freight rates on manufactured goods brought into the west, and on grain transported from it to the Lakehead. In addition, Sifton was the strongest advocate in the cabinet of Mackenzie’s and Mann’s Canadian Northern Railway, enabling it in 1903 to secure its dream of building to transcontinental status, along with the National Transcontinental line favoured by Laurier and a majority of other Liberals. Sifton also was influential in holding the Liberal government to a course of moderate protectionism that steered between the high tariff views of the manufacturers, many Tories, and some prominent Liberals and the low tariff, free trade convictions of many Liberals, especially in the west.
