In their evaluation of a comprehensive strategy for juvenile offenders, Sridharan and Lopez (2004) used a time line of change process to develop a stakeholder-driven expectation of change for the initiative. This process enables an understanding of the process of systems change, and establishes a realistic expectation of when attributable results might be observed. Each site co-ordinator for the comprehensive strategy was asked to brainstorm possible outcomes, prioritize them, and identify the earliest anticipated impact for each. Alternate approaches can survey multiple categories of stakeholders, gathering a range of perspectives. This approach lets the evaluator know if attributable results are realistic during the time frame of the evaluation. It also provides a time frame for revisiting the validity of the program’s theory of change in the absence of achieving results.

By building a comprehensive strategy to address poverty and social exclusion, Quebec has become a leader in Canada in helping some of its most vulnerable citizens move away from society’s margins. The Act to Combat Poverty and Social Exclusion, enacted by Quebec’s National Assembly in 2002, is now being actively studied by other provinces interested in dealing a blow to poverty’s crippling effects on both individuals and society. The ministry’s initiative crosses multiple government departments and agencies to implement across-the-board best practices, as well as measurement criteria to monitor progress and adapt the strategies. It is already returning tangible and impressive results. Between April 2003 and July 2008, Social Assistance recipients saw their disposable income rise approximately 23%. Similarly, last-resort financial assistance programs report a 10.3% drop in demand over the same period. As this model is studied and adopted beyond Quebec’s borders, the benefits will continue to multiply.

I believe the foundation is much more than another competitor for the federal dollar. We've demonstrated that we improve the return on investment in education of first nations, Métis, and Inuit youth. We get results for the money. We nurture, support, encourage, and do all the things that investors do to realize return on their investments. We're able to use federal money as leverage to bring in more from the private sector, as I've mentioned, and to mix that with provincial investment and even individuals who support the foundation. We're also fully accountable. We demonstrate outcomes, concrete results for the money spent. I've mentioned what we awarded to 934 recipients last year. By the end of this year, the foundation will have given to more than 6,000 recipients over our life. Since 1999, 30% of our students have been in their final year of study each year, so that tells you they're graduating. We are now tracking even more closely, and I'm happy to speak in the question-and-answer session on our evaluation efforts and what we know and what we don't know.
