The issue of the ‘operational problems’ under the 9th EDF was a major focus of discussion at the meeting of ACP chief regional negotiators in London at the beginning of October 2005. It sought the intervention of President Barroso in ‘rationalising the situation so that the authority of the Commission’s interlocutor with the ACP will not be restricted to the negotiation of trading arrangements but also encompass the ability to negotiate and make commitments regarding the development dimension, including the provision of assistance to ACP countries and regions’.
