This presentation addresses the potential of index insurance to protect low income farmers and the need to cumulatively set up educational programs, in order to make this type of insurance widely accessible. Index based insurance can certainly benefit small holding farmers in the developing world, through enabling greater food security, increased earnings, and reduced inequality. However, due to its technicality, the product is little understood, and outside of India has had limited success.

The report said the country had average annual growth of 0.9% between 2000 and 2010, when the sub-Saharan average was 2.1%, and that of very low-scoring countries 1.68%. This bad score was due to widespread poverty, very low incomes from lack of income-earning opportunities and a life expectancy of only 48.6 years, aggravated by difficult access to good health care (especially for infants and mothers).

Conditional approval and priority review policies again grant earlier access to drugs in areas of high medical need. However, Canadian policies need to at least better match the best practices in other jurisdictions to ensure that new medicines reach patients as soon as possible, and importantly, for a biotech firm, the ability to commercialize drugs through conditional approval routes can also mean commercial revenues up to three years earlier.

The Board of Trade has no doubt that obtaining increased, predictable, recurring revenues must be the number one priority of the municipal and provincial governments. There is, in fact, an urgent need to find a long-term solution to the city's rigid financial framework and its hyperdependence on property taxes – without increasing the fiscal burden on its citizens. In its pre-budget submission to the Quebec government during the period when this contract was being negotiated, the Board of Trade made the following suggestions, which could be implemented rapidly and within the existing revenue base:

Returning to the scenarios developed above, as we have observed, a former beneficiary of a Social Solidarity program who works for 20 hours per week for the minimum wage may, for the first years of his employment, significantly improve his financial conditions while also maintaining his claim booklet. However, after five years of employment, the worker will lose his booklet and his income could be, if he has maintained the same conditions of employment ($11,945 per year), only $1,349 more than what he received in benefits from Social Solidarity. In addition, this might not suffice, as calculated above, to compensate for the loss of the booklet. However, we may assume that after five years of employment, the worker will have acquired work experience which could have led to a salary increase. If he now earns an hourly rate of $10.50 – a dollar more than upon his arrival on the labour market – his annual revenues could reach $13,004. While still relying on the refundable tax credit and medical expense supplement, this might allow him to absorb the costs related to the loss of his booklet while also keeping a more advantageous financial position than that which he received as a Social Solidarity beneficiary.
