Captain (N) Cotter began his Naval Career in December 1979 with HMCS CARLETON, Ottawa, where his first three years were occupied with completing Maritime Surface Officer (MARS) training. He was awarded a bridge watch-keeping certificate in 1982. From 1982 to 1990, Captain (N) Cotter served in various capacities with HMCS CARLETON, where he was responsible for the training of Non-Commissioned Members and Junior Officers, and was also the Head of the Deck Department. During this period, he was active on both coasts either as a ship's officer in the Gate Vessels, Commanding Officer of an R-Class cutter, or at Officer Training Division in Esquimalt, BC.
