9. The strength of SPF currently stands at about 6,000 personnel. A significant portion of this figure comprises officers with long service, many of whom are overdue for retirement. The SPF would need to recruit train and equip 1,000 new officers a year over the next four years, to achieve the NSSP target of 10,000 personnel by 2016. Specialised training courses for new officers, as well as refresher courses for existing officers can be conducted at the existing police training facilities, but they need to be rehabilitated, equipped and staffed. AMISOM’s police trainers should co-locate with the SPF to provide planning and delivery of short, medium and long term training at all levels and in all aspects of the police profession. Again, in relation to SPF capacity-building, there is urgent need for extensive infrastructure rehabilitation and equipment, as well as sustainable logistic support.

Mr. Pierre Lagueux: First, let me preface the answer to that question by saying that the actual reactivation and sea trials of the submarines took place after I left the department. Certainly, to my knowledge, the reactivation process is a very rigorous one. As I said earlier, the boats had to be brought up to Royal Navy standards and be certified by active Royal Navy officers that they were safe.

Having developed this generic script, Klein re-examined the 35 CI statements, breaking them down into small sentence or paragraph-sized text blocks that each “...referred to a separate and distinct concept.” He then allocated each of these text blocks to one of the seven slots. This enabled him to assess how many of the 35 statements contained information from each of the seven slots. The maximum score for each slot was therefore 35 points. It is assumed here that the slots omitted least often (i.e. those that are used more frequently) are generally considered the more important.12
