Cold War. Totalitarianism. What is usually called the Khmer Rouge tribunal has been the butt of criticism for practical, judicial and political reasons. It has arrived too late, was established too far from the centre of the capital and has dragged on too long. Some have raised objections to the too short time lag chosen (17 April 1975 to 7 January 1979) and its limited geographical space, by excluding the outside interferences of counties like Vietnam, China or even the US. Above all, lawyers have claimed the Tribunal has not abided by international standards of justice. It has been accused of turning a blind eye to political interferences from the Phnom Penh government that made sure some of the main actors of the regime would not be allowed to testify. It has spent a lot of its energy investigating the so-called “genocide” of Vietnamese, while overlooking the fate of hundreds of thousands of Khmers who were the victims of the vast prison network throughout the country, barely mentioning widespread famine, back-breaking hard labour and the abolishment of childhood. The Trial, however has had beneficial consequences for the country: Duch has actively participated in his first trial, and in the course the second, has testified twice again and made staggering revelations about the choice of the enemy and the way the regime was run. An intergenerational dialogue has been established and the Khmers are now much more aware of the nature of the regime and how it was such a totalitarian system was inflicted on them. The Four Day Marches holds deep historical meaning for the CAF. For the past 63 years, a Canadian Armed Forces contingent has participated in the marches and honoured the Canadian contribution to the world wars of the 20th century. The Canadian Army conducted its operations from the Nijmegen area during the last six months of the Second World War, and Canada played a significant role in the liberation of the Netherlands from Nazi occupation. This summer marked the 70th anniversary of the liberation, where 7,600 Canadians lost their lives. Many of these soldiers died on the same terrain travelled by the participants in the Marches.

Some participants felt another challenge was the regional dependency on jobs in the fishery, especially in Galicia, and the need for a transition to get some people employed in tourism. Some countries were identified as being guilty of overfishing and causing problems in the industry because they were seen to be ignoring any rules to control fishing. Stakeholders in Vigo also felt that the fishing industry was challenged by needing more and more modern technology to catch fish, and that there was a lack of co-ordination and management of the industry, which was causing overfishing. One stakeholder said, "Canada has learned its lesson and now is taking action and setting an example for other countries."

It was mentioned that the Canadian Network of Public Health Associations committed at an earlier face-to-face meeting on this issue to work together to develop common alignment/messaging within the network. Another participant mentioned the need to reframe the debate toward increasing health and prosperity of all Canadians and the session concluded on the need to educate the public and reemphasized the fact that the public needs to talk to politicians.

However, the characteristics of informal structures – including their dynamism, spontaneity, grassroots-orientation, flat and fluid structure and adaptability – appear to be better suited to addressing these problems compared to formal organizations, regardless of size, that tend to be more siloed, top-down and hierarchical. As a result, organizations across sectors are joining-up in order to access the dynamism, fluidity and adaptability required in coming up with solutions that address the root causes of these problems. At the same time, public perceptions of traditional Canadian institutions, especially governments, is on the decline. With the emergence of social networking sites, Canadians are increasingly taking advantage of new informal forums for expression and action. Up to a point, on-line tools may be breaking down (or at least adding to) traditional notions of networks based solely on proximity, with new technology being used to further enhance face-to-face networks of interest and support – for example, the social benefits that can result from meet-up.com’s “Random Acts of Kindness” and other social support groups (Meetup, 2010).

At first glance, the notion of designated leadership may seem inconsistent with the ideal of a coalition as an equal sharing between groups, all of which participate on an equal basis. Nearly all of those interviewed felt, however, that a coalition was practically unworkable in the absence of some form of leadership. It was emphasized that the role of the coalition coordinator is to ensure proper administration of the intervention, not to make important legal decisions on behalf of the coalition without consultation. As with any role involving authority, it is the responsibility of those with power to ensure that it is not abused. Similarly, the role of any individual or smaller working group of individuals designated to pass instructions on to counsel is not to authorize changes in the basic legal principles agreed upon by the coalition, but instead to enhance clarity of communication by ensuring that counsel receive these instructions from a single source. Minor decisions might be taken without the necessity to re-call the coalition as a whole, but the liaison with counsel should also be ready to identify when a decision requires prompt communication with other coalition partners. For example, it would be inappropriate for a decision to be made which raises a brand new argument not discussed by the coalition, or which conflicts with a principle already agreed-upon.

23. Development cooperation in the form of ODA, used imaginatively and effectively, can play a crucial catalytic role. ODA, unlike FDI, is within the realm of government decision-making. Used properly, ODA can leverage and combine with domestic investment to help foster the institutional and physical infrastructure necessary to attract private investment and thus jump-start a sustainable and dynamic process of private investment and growth. It has to be underlined in this context that the role of ODA is not to substitute private resources, whether national or international, but to contribute to creating the policy and material conditions in which they can be mobilized and used effectively to promote sustainable development. In IFAD's experience, microfinance and other rural financial institutions are particularly important in this context. Such institutions can mobilize very substantial domestic resources for the productive activities of the poor - including the resources of the poor themselves. They can also serve as a cost-effective means to channel assistance to the poor (see Box 2).
