On the other hand, of course, they are told that they're living off reserve, therefore they are provincial jurisdiction. Certainly the municipality couldn't care less, because the issue is federal and provincial, so they become a ping pong.

Yes. In our awareness-raising sessions we tell them that the children who work for them have rights, such as the right to a weekly rest day. They are sometimes surprised to learn that maids have the right to a rest day and they have to work for themselves on that day! It is difficult to convince them because for them, it is normal that a child who is in their home should work and that they should be able to tell them off as they do their own children. That is where the ill-treatment begins. People don’t hit their own children as much as they do a child working as maid, who is sometimes punished with a whip or with a blade.

Early in 1836 Dickson was expressing his dream of setting up an independent Indian state and, as his plan rapidly matured, the boundaries of his state became vast indeed – from Rupert’s Land to Texas and California. His main destination was said to be Texas, but he frequently referred to his “California expedition.” The first steps toward recruiting a military force led him northward. He may have visited Montreal himself; in any case about 30 young men from that area, many of them sons of fur traders and Indian women, were induced to join him. They were told that the expedition would follow the Great Lakes, then the fur-trade route to the Red River, and thence southward. There is no indication that Dickson gave them as much information as he volunteered to New York acquaintances: that he wanted Indian and Métis support for an attack on Santa Fe (N.Mex.) (which he expected to fall easily) and that its capture would open the way to California, where he would set up a utopian state in which Indians would hold all the property and where only a few white officials would be permitted.

Globalization is about many things, and in the popular perception not all of them are good. The United States has enjoyed an unprecedented period of economic growth and low unemployment, in what Alan Greenspan recently described as "history's most compelling demonstration of the productive capacity of free peoples operating in a free market." Yet people feel less secure, are more worried and uncertain. Increasing numbers, not just in the United States, feel excluded, forgotten and angry, locked out and waiting for a promised train that may never arrive. They see globalization as a threat, the enemy, the reason for all their woes. A central policy challenge for governments is to make the prosperity that flows from globalization accessible to people. Unemployed workers everywhere are not impressed when told that statistically they are far better of than ever before. This challenge has many complex dimensions, going far beyond international economic policy, but it has an unmistakable international dimension as well. Governments must act cooperatively in the trade, investment and financial spheres to secure maximum benefits from international specialization, while at the same time leaving the necessary space to address the fallout from change that affects particular groups.
