Nonsymbiotic class 1 plant hemoglobins are induced under hypoxia. Structurally they are protein dimers consisting of two identical subunits, each containing heme iron in a weak hexacoordinate state. The weak hexacoordination of heme-iron binding to the distal histidine results in an extremely high avidity to oxygen, with a dissociation constant in the nanomolar range. This low dissociation constant is due to rapid oxygen binding resulting in protein conformational changes that slow dissociation from the heme site. Class 1 hemoglobins are characterized by an increased rate of Fe3+ reduction which is likely mediated by cysteine residue. This cysteine can form a reversible covalent bond between two monomers as shown by mass spectrometry analysis and, in addition to its structural role, prevents the molecule from autoxidation. The structural properties of class 1 hemoglobins allow them to serve as soluble electron transport proteins in the enzymatic system scavenging nitric oxide produced in low oxygen via reduction of nitrite. During oxygenation of nitric oxide to nitrate, oxidized ferric hemoglobin is formed (methemoglobin), which can be reduced by an associated reductase. The identified candidate for this reduction is monodehydroascorbate reductase. It is suggested that hemoglobin functions as a terminal electron acceptor during the hypoxic turnover of nitrogen, the process aided by its extremely high affinity for oxygen.

The SR&ED kit folder is being reprinted and will include the 1 800 telephone number. A suggestion was made that the sub-committee explore the possibility of opening the 1 800 number to the U.S. A draft of the updated Refunds for Small Business R&D brochure will be distributed to the PC members, Assistant Directors and Regional Program Advisors for comment. The finalized brochure will be shared at the February PC meeting. The sub-committee is next scheduled to work on a combined Pre-claim Project Review/Account Executive brochure and update the SR&ED pamphlet. Longer-term plans include drafting a one-page insert for non-residents and updating the brochure called, An Introduction to the SR&ED Program (T4052).

Within the framework of Relevance Theory, this paper addresses the distinction between explicatures and implicatures through a theoretical case study, where a causal implicature determines the temporal reference of the current utterance, which is generally understood as part of its explicatures. Following the discussions on the explicit-implicit distinction in the recent works of Carston (2002) and Recanati (2002a), we suggest that the distinction between articulated and unarticulated constituents may be more operative when considering the cognitive process of utterance understanding. We assume that these two levels of utterance meaning are recovered through parallel processing with information exchanges.

If we go back to your review of environmental protection law regulations generally, we have to look at it in what the legal framework is right now. For most first nations, particularly under modern treaties, the environmental assessment rules and all those are already prescribed constitutionally. The first nation doesn't have the power to set about enacting its own environmental assessment system. So I'm a little puzzled about the suggestion that they might set about enacting their own environmental assessment and so forth.

Unless a dismissal is caused by a breach of the rules and regulations--which usually leads to a summary dismissal without notice for cause--the origins of the dismissal can often be traced from the annual performance review. The company bases its employee evaluation on a five-point scale. One (1) represents the top of the scale and five (5) represents the bottom. The company is not seriously concerned about those employees who fall in the range from 1 to 4, although pay increases are directly related to performance rankings. If an employee receives a performance ranking of 5, however, the company initiates remedial measures. It is incumbent on the employee's manager to justify the low ranking, develop an action plan, and establish a time-frame for solving the problem. In addition, the manager must meet with the employee, outline clearly the concerns of the company, and explain the possible consequences of failing to meet the responsibilities set out in the job description. The implementation of the remedial program is not limited to the employee dealing with the matter in isolation. The manager works closely with the employee to help solve the problem to everybody's satisfaction. If these remedial steps fail to ameliorate the situation adequately, ultimately the employee must be dismissed. Upon dismissal, however, IBM takes the additional step of providing the employee with psychological assistance and out-placement counselling at the company's expense.

The ACA and the RPPIM suggest there are differing opinions about risk management and on the status of the stock. They distribute and explain a document to the committee members. In summary, they suggest that the recent DFO biomass estimates do not conform with the performance of the fishery: they believe that in recent years DFO has been under estimating the commercial biomass. They question the methodology presently used by DFO and the recalculation of the biomasses in the early 1990s. DFO advises the committee members that members are free to disagree with the scientific advice. However all these points were raised and debated during the peer review and they were considered in the preparation of the final advice on the status of the stock. DFO adds that the period used for establishing the biological reference points is 1998 to 2009, period for which numbers are not contested by the traditional fleets. Furthermore, DFO will be having a special workshop, as in 2005, to review the methodology for evaluating the stock. In addition DFO will ensure in future that the trawl survey data will be available in a timely manner. In answer to a question from the Province of NB regarding the loss of biomass from year to year, DFO answers that this can be explained by factors such as natural mortality of snow crab, migration, unaccounted landings, etc. The Province asks how the catch per unit of effort (CPUE) in 2010 could be double what it was in 1990. DFO advises that the CPUE is influenced by the evolution of fishing efficiency (technology) as well as the closure of quadrants for soft shell crab which causes a redistribution of fishing effort. The world over there are warnings against using CPUE as an indicator of the status of the stock. However, DFO commits to undertake a review of the CPUE in Area 12. The APPCA suggests that we need to review the calculation tools and the management tools. The ACA commits to provide to DFO a detailed report of the analyses undertaken by Marine Geomatics which explains how they arrive at a 2011 commercial biomass of 38,000 t.
