Members commended CPHA for its advocacy efforts. Several members suggested we continue our efforts to engage with the Council of the Federation, advocating for a more robust place for and investment in public health within provincial and territorial health budgets, and to continue engaging with the federal government despite its backing away from direct involvement in “health” and “health care.” We were reminded to liaise and engage with our membership and the people working at the “front line,” as this will make our advocacy more relevant to the real needs of Canadians. We were also encouraged to provide members with tools and resources to engage with their local MPs and the political parties, to become advocates at the local level for public health. We were encouraged by calls for CPHA to strengthen its role as a public interest advocacy group, to become a more nimble organization on advocacy and to use web-based technologies for discussion platforms and fora on public health issues. CPHA members would be interested in increasing the time available to discuss and debate policy-related issues. While an annual forum is welcome, members want increased dialogue and interaction on policy and advocacy. As one veteran CPHA member stated, we need “to put the ‘p’ back in public health.”

Participants noted that the 6th meeting of the ICG-CAR took place a little less than two months following the successful transfer of authority from the African-led International Support Mission in the CAR (MISCA) to MINUSCA. They commended MISCA for the work done, with the support of the Sangaris and EUFOR RCA Operations, which made it possible to complete the initial stabilization phase of the situation in the CAR. They expressed appreciation to the AU and the UN for having ensured a smooth transition. Participants expressed their support for MINUSCA in the implementation of its mandate, in accordance with Security Council resolution 2149 (2014). They encouraged the UN to continue and to accelerate the ongoing efforts to reach full operational capability for the Mission. They called for the mobilization of all the necessary support to MINUSCA to enable it effectively discharge its mandate over the entire national territory.

I also noted that a number of you commented on Allen Martin's fortitude in appearing before you. At one point Mr. Martin replied to a question with the example that if he were to take a shotgun and go after one of the managers or the directors from Westray, he would certainly go to jail. Mr. Martin's comparison reminded me how intensely some family members experienced the pressure to take matters into their own hands. The possibility of what we might call vigilante action was certainly present, in my view, when I interviewed family members as late at 1997, which was five years after the explosion and deaths. The family members I spoke with presented this pressure, this violent possibility, as a very deep degradation to them. The failure of the justice system put them under tremendous strain, and I believe the Westray families group did a great deal to prevent such violence and to help focus family members' energy on legislative goals.
