Canada's Executive Director did not support proposals to restore voting rights and borrowing eligibility, reflecting concern over Zimbabwe's continued destructive economic policies and lack of cooperation with the IMF and other members of the international community. The proposed decisions did not receive the required level of support at the Board and did not pass.

Ms. Sandra Lovelace Nicholas has been a driving force in securing rights for Aboriginal women in Canada, and is also a wonderful example of the impact one woman can have when she sets out to correct an injustice. Challenging discriminatory provisions of the Indian Act, which deprived Aboriginal women of their status when they married non-Aboriginals, she was instrumental in bringing the case before the United Nations Human Rights Commission and lobbying for the 1985 legislation which reinstated the rights of First Nation women and their children in Canada. In 1990, she was awarded the Order of Canada, and in 1992, she received the Governor General's Award in Commemoration of the Persons Case. A Maliseet woman from the Tobique First Nation in New Brunswick, Sandra Lovelace Nicholas' efforts have helped advance the cause of civil rights in this country, and her pride, strength and determination have made her a role model for many Aboriginal women. A proud mother of 4, she studied at St. Thomas University for 3 years and has a degree in residential construction from the Maine Northern Technical College. She continues to make her home on the Tobique First Nation. Sandra Lovelace Nicholas will be sitting in the Senate as a member of the Liberal Party of Canada.

10. It should be noted that the UNJSPF has an Emergency Fund which provides ex gratia assistance to beneficiaries who face financial hardship of a medical nature. However, in accordance with its terms of reference, the Emergency Fund can only assist UNJSPF beneficiaries. The former participants from the three republics are not beneficiaries, as they had taken withdrawal settlements on separation from the Fund. In consideration of the advanced age of some of the former participants and the perceived moral obligation of the Fund, the ILO Staff Pension Committee, participants' representatives and the FAFICS proposed that limited "benefits" might be paid from Emergency Fund assets until a more permanent solution could be found. Some Standing Committee members felt that the obligation to restore these pension entitlements rested solely with the Governments concerned, and had reservations about adopting a practice that might be viewed as setting a precedent. The Board will consider this in July 2000, taking into account the legal and financial implications of using Emergency Fund resources and any other difficulties that might arise if the proposal was implemented. If accepted, such a proposal would have to be approved by the UN General Assembly.

Machinery began to arrive from New England in 1884. At the height of the spring freshet that year a schooner, assisted by a tugboat, made its way to Marysville, the first occasion on which anything larger than canoes and small boats had ventured up the shallow and fast-flowing Nashwaak. In mid August a train, running over a roadbed that had not been ballasted, opened the railway by carrying up three carloads of freight. The first raw cotton arrived at the end of April 1885. A great twin-cylinder 1,300 horsepower engine was then set in motion; it was to provide power for the cotton mill for the next 46 years. To celebrate the start-up, “the Boss” gave a dinner in the mill on Boxing Day 1885, attended by more than 1,000 of his employees and their families. The fare was on a heroic scale: one turkey for every four persons with vegetables, fixings, plum pudding, rich pastries, oranges, apples, and grapes. By November 1889 the mill, employing around 500 women and men, was in full production. High wages and good housing had attracted experienced supervisors and skilled factory hands from England, the United States, and other parts of Canada as well as workers from the local countryside.
