The action of United Nations forces is military, not humanitarian, even when helping to restore conditions which allow humanitarian law to be implemented. It is therefore important to maintain - both on the ground and in the belligerents'minds - a clear d istinction between the activities of humanitarian agencies and those conducted by international military forces. The main task of the latter should be to re-create a safe environment in which protection and assistance activities in behalf of the victims can be carried out. This means that a clear, unambiguous mandate and objectives should be set down for the international force as soon as possible and in consultation with all those concerned. Indeed, the roles of all the protagonists should be clearly defined in order to ensure as far as possible that their respective activities are complementary; likewise, interfaces should be set up in the field to facilitate communication between them.

In fact the first CCT was not meant to last, but simply to restore order between employers and employees and bring to an end a strike that had paralysed the watch industry. In the setting of the Hôtel DuPeyrou, nineteen employers associations and the trade union FOMH, the forerunner of UNIA, signed an agreement to remedy a crisis situation affecting dial-makers in Biel. The crisis had spread as far as La Chaux-de-Fonds and company bosses had resorted to lock-outs (closure of factories). Hermann Obrecht, then a Federal Councillor, acted as mediator and led the discussions that resulted in the signing of the first CCT. To bring a return of industrial harmony, employees and employers had to renounce the weapons of strikes and lock-outs respectively, wages were increased, six days holiday re-introduced and a court of arbitration put in place to settle disputes. This peace pact was signed for a period of seven months. At the time, its instigators had no idea that 75 years and 14 revisions later, the CCT would still be in place.

What qualifies an economy as "emerging"? The answers provided in this book lead to a fresh conception of the diversity of the African continent. Thus, growth dynamics cannot simply be measured in economic terms. Indicators must also include governance, efficiency and democracy of institutions, and an appropriate climate for business. All these issues are linked to policies, and the outstanding conclusion of this book, in the face of embedded "Afro-pessimism", is that policies do matter for growth; that there is no "African mystery", simply poor policies and bad governance. Reform and Growth in Africa is a contribution to the search for a reversal of the economic plight of African countries, based upon national experience and policy reform. This book reflects the contributions to the first edition of the International Forum on African Perspectives, which was held in Paris in February 2000. The forum was created by the African Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from African countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Africa. The Forum also includes an open meeting where these ideas can be tested in front of a wide audience of people from the worlds of politics, administration, academia, the media and business.
