Dr. Corber has a long history of membership and service with CPHA. He was instrumental in supporting the start-up of CPHA's Global Health Programs and provided technical support to one of the Association's first Latin American partners in Peru. Additionally, he was the Scientific Editor of the Canadian Journal of Public Health for 4 years prior to his assignment with PAHO in Washington.

Triage is a new step in the publication process whereby manuscripts are checked by a Scientific Editor and by the Digital Design section to ensure all material is present and in a workable form. The Scientific Editor checks that the component parts are in the package, and if necessary, suggests changes to the format, and distribution timing and style. The Digital Design section checks the figure format and ensures that digital versions are usable. A listing is made of missing elements, and if necessary, it is returned to the author to work on and return to the Editorial and Digital Design sections.

Dans les rares cas où l'examinateur et l'auteur sont en désaccord, la division pourrait avoir recours à un examinateur externe et le nom du premier examinateur ne figurera pas dans la publication, puisque cette mention signifie que la personne approuve les grandes lignes du contenu scientifique du rapport. Les commentaires écrits et les corrections apportées par l'auteur doivent être transmis à la division et puis au rédacteur-réviseur scientifique.

All critical reviewers must, as part of their responsibility, submit a brief, written evaluation of the report (in the critical reviewer's form) to the division sponsoring the publication. In the rare cases in which a critical reviewer and an author cannot reconcile their differences, a division may send the manuscript to yet another critical reviewer for evaluation, and the name of the first reviewer will not be listed in the publication as a critical reader, as such listing implies general agreement with the scientific content of the report. Written comments and the author's response should be forwarded to the division for use by the scientific editor. Division directors should ensure that the author sees the written evaluations of the critical reviewer and makes the appropriate corrections.

He is the author of Public Health and Human Ecology (1987, 1996) and a Dictionary of Public Health (2006). He edited four editions of Public Health and Preventive Medicine (1980, 1986, 1991, 1998), eponymously known as “Maxcy-Rosenau-Last”; four editions of the Dictionary of Epidemiology (1983, 1988, 1995, 2001); he co-edited the Oxford Illustrated Companion to Medicine, 3rd edition (2001) and the Encyclopedia of Public Health (2002). He is contributing editor on public health sciences and practice for Stedman’s Medical Dictionary (1990, 1995, 2000, 2005) and the New Oxford American Dictionary (2001). He was the scientific editor of the Canadian Journal of Public Health, 1981-1991, editor of the Annals of the Royal College of Physicians and Surgeons of Canada, 1990-1998, and interim editor of the American Journal of Preventive Medicine in 1988-89. The Dictionary of Epidemiology has been translated into French, Spanish, Portuguese, Chinese, Japanese, Arabic, Farsi (Iranian), Serbian, Slovakian, Russian and Ukrainian, and is used by epidemiologists throughout the world. Dr. Last led the initiative of the International Epidemiological Association to develop guidelines on ethical conduct of epidemiological research, practice, and teaching, was a member of the Working Group of the Council for International Organizations of Medical Sciences that drafted International Guidelines for Ethical Review of Epidemiological Studies (1991) and has contributed substantially to other national and international discussions about ethical conduct in public health sciences and practice.
