In COMESA, one of the issues that has remained unresolved is the intra-regional export of milk. For example, Zambia has refused the entry of milk from Kenya on quality grounds. While SPS concerns are real and need to be addressed, these can mutate into non-tariff barriers to trade that protect uncompetitive national producers.

Mr. Dupuis has just advised me that this is, of course, a new session of Parliament and there was some old business left hanging at prorogation, which disappears off the table unless this committee has a motion to reinstate the testimony, the reports, and so on. Is it okay for me to get the clerk to draft a motion to bring that agenda forward? It's a normal motion we do after prorogation.

As explained below, it has been possible for the companies involved to draw up and adopt important uniform technical standards. The round table and two different working groups will continue to exist, in order to clarify outstanding points or deal with them in greater detail. In addition, ComCom will check which new regulatory instruments it will be necessary to introduce in order to combat any future shortcomings in the market: the Federal Council will express its views to parliament by mid-2010 at the latest.

Overall, Members commented in very favourable terms on the extent of liberalisation and openness in the New Zealand economy. The mix of multilateral, regional and unilateral approaches was particularly noted. A few questions remained in specific areas: including, for example the continuing rôle of Marketing Boards in the agricultural sector and New Zealand's position vis-à-vis the Government Procurement Agreement. Overall, however, the depth and radicalism of the reform process was positively assessed and was seen as offering useful lessons for the economies of other WTO members.

Read Section 9.0, the Conclusion of the Ottawa Ward Boundary Review (OWBR) Recommendations Report. Recommendations for boundaries of the existing 21 wards have been provided, plus recommendations for two new wards. These 23 wards will be adequate until 2015 based on current projections. Adjusting the present ward structure deals with some unfinished business left over from amalgamation. The recommendations of this Report set a track for effective ward boundaries for the next several elections and help Ottawa move on to building cooperation amongst its many communities, so that they all add value to the City as a whole.

Amidst generally pessimistic predictions for the WTO's troubled Doha Round, a number of developments point to forward movement. First, the deadlock on agriculture, on which all other progress hangs, seems to be less absolute after signs from the EU that it might agree to setting a date to phase out export subsidies. Second, the EU has dropped its long-standing position that the Round must include negotiations on at least one of the controversial Singapore issues. And third, two ministerial-level meetings will be held in the near future to spur political momentum. Key aspects of the negotiations, notably on services and development concerns, remain in a state of suspended animation while Members grope their way forward to an agreement on agriculture. The current aim is to reach a general framework for advancing on all three by July, although many think the deadline will be missed.
