In each of these areas, we need to deliver on the development benefits of this Round, which was - and remains - an overriding objective. A key part of this equation is Aid for Trade. The fact is that many developing countries have been unable to benefit from the market opening that WTO has achieved, because they lack the necessary trade-related capacity and infrastructure – and this had made some reluctant to consider further liberalization. Good work was done in the WTO Aid-for-Trade Task Force and the Integrated Framework for LDcs task force , and I pledge to continuing working closely with the Fund and the Bank, with regional development finance institutions, and with national governments to deliver concrete results. Aid for Trade is not a substitute for a successful Doha Round - I want to be clear about that - but it is a necessary and valuable piece of our broader trade and growth agenda.

There has been undeniable progress in a large number of countries and in many different areas but we are still a long way from our goal. We know that on current form the six Education For All objectives will not be achieved by 2015. Malnutrition still affects 175 million infants each year. The adult literacy objective is much neglected. If we continue at the same pace we are going at right now, there will still be 56 million school-age children out of school in 2015. In Sub-Saharan Africa, there are close to 12 million girls who might never go to school. On top of that, the shortage of adequately trained teachers means that even if we get these children into school, they may not get the basic education they should. For example, according to an analysis of a survey we conducted in 21 Sub-Saharan African countries, the probability of young adults remaining illiterate after five years at school is 40%. With results like that, I would say that the future outlook is moderate at best.

The economy experienced a reduction in the rate of unemployment from 21.5% in 1998 to 15.5% in 2000.  In addition, Saint Lucia has managed to maintain a relatively stable rate of inflation of 3.5% in 2000, despite sharp and persistent increases in the price of fuel.  This represents a major policy success for the country.  Whilst the containment of inflation will remain a key policy priority of the Government, the attainment of this objective in the context of rapidly rising fuel costs, is extremely expensive.  At present the market price of oil is relatively stable. The Asian experience suggests that the pace of poverty alleviation depends on the employment-intensity of growth. Macroeconomic policies therefore need to ensure that growth generates employment. National anti-poverty strategies, established in consultation with the social partners, should be an important feature of overall economic policies.
