Gus had in his possession cheques payable to Dick totalling about $4,500.00. These included two cheques from the Government of Saskatchewan in compensation for land taken for a roadway, and one from the Lutheran Synod as payment on an agreement for sale of land. Gus gave all the cheques to Dick who endorsed one and gave them all back to Gus, saying it was all Gus’s now, the money and the land and that he, Dick, did not want to spend any of Gus’s money.

“Without secure incomes, workers and their families cannot spend; to restore trust and confidence, working families require quality jobs. The gap between the commitment of governments to jobs and the necessary investment must be addressed, ” said Sharan Burrow.

What’s worse is when sales are declining or at a halt. Owners don’t want to spend anything at all but want to somehow miraculously change the direction of the situation. My advice to owners – change the way you operate and create a plan where you continually reinvest back into your business, such that you don’t need to suddenly come up with big injections of capital to turn things around.

Mr. Stéphane Bergeron (Verchères, BQ): I simply want to go back to Mr. Baker's argument. If it is, in effect, true that the government has the power to spend, it is also true that the government can spend nothing unless authorized by Parliament. It's up to Parliament to allocate the budgetary envelopes to the government and it's up to the government to spend them. But we shouldn't lose sight of the fact that Parliament is the authority that allocates budgetary envelopes to the government.
