172. The PSC is also actively seized with the issue of elections as part of its conflict prevention mandate and responsibility to monitor the democratisation processes on the continent. At its 335th meeting, held on 13 February 2013, the PSC noted that the peaceful conclusion of elections is a clear demonstration of Member States’ commitment to upholding the principles of the AU as encapsulated in the African Charter on Democracy, Elections, and Governance, adopted in 2007 and which entered into force in 2012. The PSC further noted the contentious nature of some of these elections and called on all political stakeholders to use legal avenues to seek redress in cases of electoral disputes, to reduce the incidence of post?election violence. At its 385th meeting, held on 19 July 2013, the PSC welcomed the deployment of AU observers to elections to be held, and called on all political stakeholders in the countries concerned to take the necessary steps to conduct peaceful, credible and timely elections. At its 480th meeting, held on 14 January 2015 and devoted to the theme “Prevention of Election-Related Conflicts in Africa”, the PSC emphasized that the Charter reinforces the commitment of AU Member States to hold credible, transparent and legitimate elections that enhance democratic governance and, thereby, contribute to the promotion of peace, security and political stability, all of which are critical pre-requisites for socio-economic development.

Professional Engineers Ontario (PEO), for example, has an Anti-Workplace Violence and Harassment Policy that defines how PEO will mitigate the risks of workplace violence, and how it will investigate and respond to reports of harassment, bullying, or violence. Randstad Canada similarly has a strong Workplace Violence and Harassment Policy that outlines management and employee/contractor commitments to prevent, report, and investigate incidents of harassment. While policies are not always enough to change workplace cultures, they are a first step. The Canadian Centre for Occupational Health and Safety is another resource for addressing bullying in the workplace.

As stated by Bateman J.A., “[t]his is a key companion provision to s. 109(1)(c) which would eliminate, where appropriate, any unacceptable consequences of a firearms prohibition” (para. 57).
