The participation rate in municipal elections remained weak in the Greater Montreal region in 2004. Montreal was lowest amongst seven of the most important Canadian urban centres in terms of the percentage of households making charitable donations and the average amount of such donations. On a positive note, Montreal's Centraide campaign saw an average annual increase of 6%, much higher than the overall growth of the economy.

We welcome Canada's commitment in the IPS to substantially increase its development assistance funding, and it even says in there to accelerate that funding, with that little catchphrase, “if the fiscal situation permits”. In our view, it's vital that Canada develop a plan that will move us toward the provision of 0.7% of GNI by 2015.

Parties to a case may apply to change the date and time of a hearing setting out the reasons for the application and proposing at least six alternative dates, within the period specified by the Division, on which the party is available to start or continue the proceeding. Applications are made in writing and usually considered by a member manager, such as an ADC or CM, in the case of RPD and IAD, or the ID Director. According to the respective RPD, IAD and ID Rules, the review of such applications is to consider.

The country ended, in late 2013, its international rescue plan without having to call on the Precautionary Credit Line. Thanks to economic growth and budget cuts, public deficit has been significantly reduced and national debt, which had literally ballooned between 2008 and 2012 as a result of the banking sector bailout and the recession, is gradually being reduced. In this context, the government now has increased room for manoeuvre which should enable it to cut taxes on lower income families and restart public investment. The increasing importance of corporation tax for government revenues means that the public accounts are more vulnerable to any changes in the strategies of multinational companies.

For the 2012-2014 period, labour market growth of 0.7% is forecast in Abitibi-Témiscamingue. Nonetheless, the slow recovery in the United States and the recession in some European countries is causing regional exporters considerable concern, and they have to contend with an unfavourable exchange rate, which is expected to slow job growth. At the end of the forecast period, the unemployment rate in Abitibi-Témiscamingue may remain below 8% because of the labour shortage.

Inflation rates are annual, but our memory goes back further – The HICP is usually reported as an annual growth rate. This means that the general price level for a particular period of time – say, January 2009 – is compared with the same period one year earlier – namely January 2008. When forming their perceptions, people may think back to prices several years ago. Over a long period of time prices tend to rise substantially, even with a low annual rate of inflation. For example, if the annual rate of change of the HICP is 2%, after 10 years the general price level will have increased by over 20%.

The annual rate of growth of the money supply, as measured by the M3 aggregate, slowed at the end of October, increasing by 3.6% compared with 5.0% the previous year. This reflects a fall in short-term deposits and a lower rate of growth of current accounts, together with a greater fall in the monetary assets of private non-financial companies, as well as a slower rate of growth of household assets. The annual growth rate of bank loans also slowed slightly, from 7.0% in 2011 to 5.4% at the end of October 2012. Small- and medium-sized enterprises (SMEs) still have problems gaining access to bank financing, chiefly because most of them do not meet the financial conditions required by the banks. As a result, bank lending to SMEs accounts for less than 30.0% of bank lending on the domestic market. The Moroccan dirham (MAD) is pegged to a basket of currencies dominated by the euro (EUR) and had appreciated against the euro by 1.0% and fallen by 4.6% against the US dollar (USD) at the end of October 2012 compared with same period in 2011.

According to our base case, core inflation will rise modestly in the USA, Eurozone and several other developed economies in 2019 as capacity constraints tighten. By late 2019, unemployment rates in the USA and Europe will likely approach 20-year lows. Labor markets are tight in Germany, the UK, Switzerland, Canada and Australia. Even Japanese wages are now rising after declining for most of the past two decades. That said, the absolute rate of wage gains is still well below pre-crisis highs, including in the USA. Yet barring an unforeseen economic shock, we believe labor markets should continue to tighten, pushing wages up further. Academic literature has suggested that wage gains have been more subdued since the financial crisis due to the increased buying power of large corporations, especially in the services sector. However, labor shortages in these areas seem to have increased quite significantly as well, and company-level evidence suggests that wage gains are accelerating.

The main markets for Swiss watch exports showed a positive trend in 2012, with the exception of Singapore, where the decline was however modest (-1.9%). The leading market, Hong Kong, saw growth fall from more than 30% to 6.8% over twelve months, but finished with a particularly high value. China, in third place, recorded an even more spectacular slowdown, dropping from an increase of 50% to virtually zero growth at the end of 2012. These changes reflected a cooling of consumer demand in China, due in particular to political factors. The Chinese however remained important clients for the Swiss watch industry, particularly tourists on their travels abroad. In second place, the United States also lost ground, albeit in a much less marked fashion, ending the year with an increase close to the global average (+10.1%). Europe bounced back strongly from the spring, even though not all markets contributed to the same degree. After a major slowdown, France recorded virtually zero growth from the spring and ended the year with a variation of +1.3%. Germany's performance was in stark contrast however and improved steadily, ending the year with an increase of +33.1%. Italy also picked up the pace, albeit later and to a more modest extent, to end the year with an upturn of +16.0%. Other markets in Europe and the Middle East all recorded strong increases in value terms compared to 2011.

The briefing outlines other issues to be faced and considers whether domestic needs and trade liberalisation can be reconciled. ‘It is not clear how successful the Uruguay Round was in increasing agricultural trade flows or in reducing the levels of support and protection for agriculture in developed countries ... agricultural trade has continued to grow since the Uruguay Round, but more slowly than in earlier years and more slowly than non-agricultural trade’ and ‘developed countries continue to dominate global agricultural trade’. It points out that while ‘agricultural imports and exports of the least developed economies have both grown rapidly ... imports have grown faster ... agricultural trade among developing countries has been growing and accounts for an increasing share of agricultural exports’. However, ‘expected improvements in the trade position of developing countries, in agriculture in particular, have not fully materialised’ and this is ‘at the root of current dissatisfaction on the part of many developing countries’.

World meat consumption continues to enjoy one of the highest rates of growth among major agricultural commodities. But in some parts of the globe, demand appears to be reaching saturated levels in per capita terms, leading to a slowdown in growth. The pattern of slowing consumption growth may strengthen over the next decade. Although demand growth for poultry is also expected to slow in coming years, it remains the leader in the meat complex, due to its status as the cheapest and most accessible source of meat protein. As such, it is expected to account for nearly half of the additional meat consumed by 2022 relative to the base period (average 2010-12). In developing countries, annual per capita meat consumption will increase by 2.6 kg r.w.t. over the period, with poultry accounting for 60% of this increase. Growth is led by the emerging economies of the BRICS which is projected to post a 4 kg r.w.t. gain in consumption, and if India is excluded, the average gain is a large 8 kg r.w.t. per person, reaching over 60 kg r.w.t. by 2022, and approaching the level of 66 kg r.w.t. in the OECD area. While remaining high in per capita terms, consumption in the OECD area has largely been stagnant for the last decade, due to various factors including population aging and changing demographics as well as increased health and dietary awareness.
