Coal was once Switzerland's most important energy source. But the evolution of the Swiss coal market is a good example of the effectiveness of the substitution efforts that have been implemented in Switzerland in recent years. Not only is coal cumbersome and requires a great deal of suitable storage space, the ash that results from its combustion also has to be properly disposed of, and in view of these drawbacks it is now only used by a small number of households in Switzerland. However, in rural areas and old houses and apartments it is still used for heating purposes. While in 1920, end consumption of coal totalled 932,000 tonnes (which was equivalent to 70% of Switzerland's energy supply), it fell rapidly to just 203,000 tonnes in 2004. Coal is therefore only of secondary importance today as far as Switzerland's energy supply is concerned. The proportion of both gross and end consumption is less than 1% of the country's overall energy consumption.

We also changed the order of the trios which merited a revision, too. Mozart indeed had never considered the publication of these Noctures; he offered them to his mason friends, the family Jacquin, for their musical soirées in the Years 1786-88. Those players of horn and clarinette were so delighted to play and to sing these pieces that they did not hesitate to publish this music in 1803 under the name of Gottfried von Jacquin. It is not easy to give a coherent order to these trios. The proposal by Kraus, and also adopted by other publishers, does fortunately not present a chronological order, but pays too little attention to the atmosperic contrasts in the poems by Métastase. Stellan Mörner suggests in his Dictionnaire de Mozart, published by H.C. Robbins Landon, a more satisfying order, opposing "spiritual vivacity, finesse of tender sentiment and the serene character of the composer."

Par conséquent, pendant qu'il continuera de déterminer ce qu'il doit décider dans l'intérêt public en termes de mise en valeur de l'énergie dans une perspective de réglementation, il doit chercher à faire sa part dans le débat qui doit avoir lieu sur l'équilibre à atteindre entre la façon de gérer l'économie, l'environnement et l'énergie pour que nous ayons un système de réglementation responsable et efficace au profit de tous les Canadiens.

The energy landscape has changed significantly in a Canadian context over those last 50 years, and I think that going forward the National Energy Board has a role to play also in reaching out to consumers just as it has worked with industry in terms of improving its environmental practices. I think that consumers need to also understand that it needs to improve or green their energy consumption practices as well, because part of the balance that we have in terms of responsible development is that it's not just the production of energy it's the consumption of energy. And we need to recognize that the need for new energy infrastructure that's regulated by the NEB, is driven by consumer demand. So part of that is also what I see as the education component of the National Energy Board's mandate. So at the same time that the NEB will continue to assess what's in the public interest in terms of energy development from a regulatory perspective, it needs to look at contributing to the balanced discussion between how do you manage the economy, the environment, and energy so that it is a responsible and smart regulatory system for the benefit of all Canadians. And I think that they are up to that task and I just want to wish the National Energy Board and all its staff, all the best on this momentous occasion of the 50th Anniversary and all the best going forward.
