At the same time in and out of the manifestation process, the Principle comes first as the source of all things and last when reconstituted from its development. That is the real meaning of the septenarius, the “white” light of which represents the unity and the six rainbow colours, the manifestation cycle. The seventh sun ray is only but the Centre from which everything comes and to which everything goes back.

Often Canada Lands exceeds sustainable development requirements in its projects. In fact, since its reactivation in 1995, the company has already made an investment of $36.6 million in environmental remediation. Part of this was spent on an innovative risk management approach to clean up and then redevelop the former Moncton CN shops property in New Brunswick. This brownfield redevelopment was the largest environmental remediation in the history of Canada and was the first-ever international recipient of the international category of the Phoenix Award from the United States Environmental Protection Agency.

RM I try to forget everything – which isn’t hard for me! You wilfully dumb down. And it has been episodic, how we’ve made this, rehearsing in chunks of time. My goal was to sort out as much as possible with the script in advance, and then focus on the technical and set aspects. In depicting the bar, Sascha [van Riel, set and light designer] and I talked a lot about how far we should go in representing it, which connects to what we were just talking about in terms of how far you go beyond these archetypes. These shapes, these cut-outs. It’s a tricky thing. With the writing, I find that the more I convey in terms of who these people are – the more particular it is, the harder it is to pull out of it with this shift in the play. I’m so interested in how that runs parallel with the set. How far do you go in terms of decorating the space? We could have beer signs, but that would be too much. As writers, we decorate characters to enhance them. But I can’t really get into that too much. This is also a big part of the conversation I’m having with Kaye [Voyce, costume designer].

At the heart of this plethoric installation in which photographs collide with sculptures and objects, Ola Lanko is studying the encounter between two a priori antagonistic concepts: romanticism, which relates to the imagination and to the dream, and rationality, which deals in logic and reason. Starting with the observation that, paradoxically, humankind often strives to turn its romantic ideals into reality by mobilizing the logic and rigour of scientific knowhow and technology, the photographer seeks to question the “gray zone” that forms whenever these two disparate terms join forces. Her reconstruction of Tatlin’s Tower (1920), an archetype of this kind of thought, reminds viewers of a Constructivist monument intended as a triumphant symbol of Russian modernism, and yet which remained a drawing-board fantasy. Lanko deepens her exploration of the phenomenon by complementing the installation with dozens of archive images — from artistic, scientific, or everyday sources — selected for their analytical content, but invariably bearers of a strong emotional charge. Further evidence is adduced by many designs for “flying machines” — that incarnation of the inherently human desire to transcend our earthbound condition. By exploiting concepts such as profusion and mise en abyme, Ola Lanko also gets to grips with the issue of the complexity and diversity of image interpretation. An integral part of the piece, some 2,800 pages detailing the concepts, examples, and references that went into making the eponymous installation accompany the four works shown.

One aspect of the budget I especially want to bring to your attention is long-term debt. It is normal for a municipality to borrow in order to provide leverage for major projects; the library expansion is one example of the practice. That said, in Mount Royal, we pay special attention on keeping our debt under control. In 2006, just before it was reconstituted, Mount Royal found itself carrying a debt load of more than $7.7 million, the result of years of municipal mergers. What’s more, the Town had to pay the amount immediately to the Urban Agglomeration of Montreal. A decade later, our financial reserves and reserved funds total just over $21 million. One of the reserves is dedicated exclusively to debt reduction: when part of the debt falls due, we are in a position to negotiate more favourable conditions and even to pay the loan off faster. For example, in 2016, we will repay the maximum amount allowed without penalty. In addition to reducing the long-term debt, the surplus is used to fund capital projects instead of taking out loans. In 2016, we plan to appropriate $1.2 million of the surplus to fund capital works projects. I am quite proud of this.
