Mass tourism has discovered the exotic country and replaced the backpackers to a great extent. Compared to Thailand or the direct neighbour Cambodia, Vietnam has gotten quite expensive. Rents and real estate prices in the big cities have reached European standards and at some places you pay more for one beer than you do at the “Bayerische Hof” in Munich. Nevertheless, wage costs are still on an attractive level for the Vietnamese textile industry, which make the products extremely valuable for export.

The European Union (EU) plays a key role in negotiations of the international trading regime due to the performance of its economy, its share in world trade, as well as the mere size of its internal market. Despite this prominent role, scholars have only recently begun to examine more closely the role of the EU in international trade negotiations. Such negotiations, however, not only take place in multilateral trade rounds of the GATT/WTO but increasingly bilaterally or between regional blocs. Negotiation analysis distinguishes the process of trade negotiations as the relationship between structure and strategies which in turn determines the outcome. The research project will analyze how negotiation processes and outcomes differ in multilateral, regional and bilateral trade negotiations the EU is involved in. In doing so, the project will focus on trade negotiations in the World Trade Organization (WTO), specifically the ongoing Doha Development Agenda (DDA), as well as negotiations of regional and bilateral trade agreements. It is sought to explain the dynamics and factors that shape the negotiations on different levels. Methodologically, the project will apply a mix of quantitative and qualitative methods. The objective of the research project is to improve the understanding of the consequences of international regime complexity for trade negotiations.

Multi-level governance is a field, which understands political steering in terms of the interaction of multiple actors, including non-state actors, and stresses the importance of integrated analysis. Instead of addressing “the state” and “the market” as a duality, this approach bases empirical knowledge generation on multiple stakeholder analysis and considers new forms of the private and the public, including the commons, non-governmental organizations, and the solidarity economy. In doing so, it avoids both an antiquated understanding of methodological nationalism and unrealistic hopes for the emergence of Global Governance structures, but rather employs a more realistic multi-level analysis of contemporary governance issues.

The rest of the negotiating parties (the EU and its Member States, Mexico and Switzerland) participated in the ceremony as well, but did not yet sign the Agreement due to on-going internal approval procedures. The negotiating Parties issued a joint press release (pdf 22 KB) on the occasion of the signing ceremony.

The principal elements of the European Commission’s recent Communication on its external trade policy (titled “Global Europe”) are assessed in this paper. Certain shifts are discernible in the Commission's position, in particular as they relate to the prominence given to market access objectives and to bilateral and regional trade agreements. Even so, this latest Communication is probably best thought of as an evolution in the Commission's trade policy and not an abrupt break with the past. Particular attention is given here to the potential payoffs from the proposed bilateral trade negotiations with selected Asian nations and the need for further thinking on the Commission's part with respect to the multilateral trading system.

Whatever will be agreed between the Commission and the USA will be confirmed by the Parliamentin the end. Will that save us? The Parliament has voted all kinds of trade deals in the past - with Morocco, Columbia - countries where trade can worsen the human rights situation. It even agreed on preferential treatment for products from Burma. We fear that when it comes to a vote on the EU-US free-trade agreement, they'll deputies will not hesitate to water down our rules - all for the sake of a small increase in trade. Which could open the door to cloned animals, GMOs, and fracking in the EU. All of those small things could add up to big changes in our everyday life!

De Gucht spent some months as EU Development Commissioner in 2009, and is a former Member of the European Parliament and member of the ACP-EU Joint Parliamentary Assembly. At his hearing he promised to facilitate the Parliament’s greater trade policy role foreseen in the Lisbon Treaty.
