Hans-Peter Fagagnini, who is related to Fridolin Kissling by marriage, was already helping with good deeds and contacts. On the foundation board, Peter Graber from Sursee, who had been there since the beginning, and economic journalist Rosmarie Waldner from Zurich, were pillars of support. Hans Stöckli, who is now a member of the Council of States and who was mayor of Biel then, really helped me and Rolf. These people, and the rest of the foundation board, saved SAD.

The experience of the First World War, during which around 60,000 soldiers are thought to have perished in avalanches, had not been forgotten. In addition, an avalanche above Lenk in 1939 had buried an entire company of mountain troops, fuelling interest from military leaders in the Commission's work. At last, the Commission's call for personnel and financial support from the armed forces was given a sympathetic hearing. As the army's collaboration was stepped up, military officers started receiving avalanche training from employees of the Weissfluhjoch research site. In 1940, the military, working closely with the Commission, established an avalanche warning service with observation stations in various locations across Switzerland, thereby institutionalising avalanche warnings for the armed forces.

The IfB, managed by Prof. Dr. Hans Ulrich, quickly developed into the largest and financially most important institute at the University of St. Gallen: in 1964, the institute had a total of nine lecturers and thirty employees. The yearly budget was as large as 3.2 million Francs. Thereby, expenditures were covered by income generated from the institute's service offering. The supporting association of the institute counted more than four hundred active members and companies that also significantly supported the institute financially. The consulting activities directed by Dr. Hans Siegwart (successor of Dr. Hans Ulrich Baumberger) were centered around organizational planning, HR, and accounting. Consulting services were mostly popular with domestic companies, but also enjoyed an increasing number in international clients. For the first time, in 1964, Prof. Dr. Robert Staerkle organized the ten day Business Seminars that still enjoy a central role in IfB's seminar program nowadays. Since 1967, the overall focus of the IfB shifted more towards undergraduate/graduate education as well as executive education and research.
