Ed Perks: If there were two words to describe the situation the United States is in right now in terms of the economy and the markets, I would choose stable and resilient. The election is just a few months away, and it has been very polarizing and, at some level, is presenting some uncertainty for markets to deal with. However, I think we also have to put it in perspective. As we wrap up our second-quarter earnings season, the majority of S&P 500 companies have now reported their performance and their expectations for the future. It’s kind of anecdotal, but if you listen to the calls and talk to the analysts, the US election is not in the top-five issues that companies seem most focused on. Companies are still very focused on currency trends that are impacting their business as well as on margin pressures—whether it’s cost inflation through wage growth or price deflation and the compressing of margins. They are still very focused on Brexit and its potential impact on eurozone growth and their businesses in the region. But generally, the US election has fallen a bit more into the background. Ultimately, as we get closer to the election in November and certainly during third-quarter earnings season, the election will come into focus a bit more. Whatever the outcome, even if we get some volatility like we did following Brexit, I think the election will prove to be something the markets will be able to digest and move past.

On the other hand, the basic element that is produced or presented by supporters of the market system as its main strong point is freedom of choice. However, neither of the two systems has worked as in theory. That is, the planning system, the central planning system in the East, has created some conditions so that the basic needs more or less of all people have been met, but this did not mean any kind of economic democracy because, as I said before, the decisions were taken by the political elite. Nor does the market system satisfy the supposed advantage of freedom of choice, because it’s ridiculous to even talk about freedom of choice when basic needs are not being fully met.

So, having seen what is an inclusive democracy and why we need an inclusive democracy, the next important issue is to see how an economic democracy, that is, how this basic component of inclusive democracy, will work, i.e., what sort of an institution we can imagine that would secure equal distribution of economic power. This is important, not in order to prescribe some kind of regime that should follow in the future – this is silly anyway because, in fact, it is the democratic assemblies of the future that will decide the form that their institution would take. What we can only do here is to give an idea of why such a system is feasible, how it can work, and make some proposals that would implement all the basic principles I mentioned before.

As early as the 1930s, Joseph Stalin developed the narrow strip to the left of the Dniester (Nistru in Romanian) as a site for industry and armaments. The Kremlin leadership continued this development strategy after World War Two. Bessarabia, by contrast, which only came under Soviet control in 1944, was cast by the planned economy in the role of supplier of fruit, vegetables, tobacco, and wine to the USSR. Moldavians were clearly overrepresented in agriculture, Russians and Ukrainians dominated in both the industrial sphere and in administrative functions.

The Academy of Political Education (APE) was founded in 1993 and it is a scientific research organization capable of regularly publishing books, guidelines, various handbooks and carrying out sociological research surveys and organization that operates in the sectors of training, enlightenment, research analysis and publishing. In order to achieve its main goal, the academy operates with the following objectives: To promote the idea of honoring the human rights; to constitute an open society based on pluralism; to engrain democratic civil society and a legal government; to enhance parliamentary governance and the multi-party system; liberalize the social management system, improve the system and support decentralization. Since it was founded in 1993, the Academy of Political Education has been publishing “Shin toli” (New mirror) journal with the aim to organize theoretical and practical discussion on the pressing current issues faced in the democratic society. The journal is published every term and till date, there has been 69 issues published. This journal is one of the few scientific research journals published in Mongolia and it emphasizes reaching the public with democratic values. The APE has 6 branches in the provinces and these branch offices carry out trainings “Citizen-government relationship” for representatives of the Soum Citizen representative session, District Civil society session, and staffs from the Soum governor’s office; “Civil education” for the local herdsmen; “New generation citizen formation” for senior students from high schools; and “Democracy and education” for secondary school teachers. APE branches are in: Darkhan-Uul province, Dornod province, Dundgobi province, Ovorkhangai province, Khovd province and Khovsgol province. Regular operation in total of 6 provinces.

Talking about the change, one of the most evident aspects in the reform program of an economy which is changing from a planned to a free market economy is certainly the process of privatization. Privatization is the process of transferring property from public to private ownership. It is also the process of transferring the management of a service or activity from the government to the private sector.(3) This has been the case for all the transitional societies in the years following the demise of totalitarian regimes in the Eastern Europe. Privatization all over Eastern Europe has, just like elsewhere, been subject to the creation of a financial sector and movement from public to private ownership of resources. These changes have resulted in new proprietary relations that offered new models of survival and made new methods of collective action visible. As some theoreticians would claim, “today we can see art projects, exhibitions, etc., that have several owners who establish new proprietary relations that can be seen as the protection of capitalist property rights, which leads to the increasingly privatized ownership of different public projects and exhibitions. (…) Therefore, the power of changing the neo-liberal capitalist system consists of building new cultural and social infrastructures, self-sustained and self-organized micro-systems and political thinking.”(4) In order to conceptualize this intriguing relation, Slovenian theorist Marina Grzinic focuses her attention (and the object of her critique) not onto the institution of the museum as such, but rather – onto the very institution of art as represented and embodied by the public museum, and further - as an institution of hierarchic relations, of stratified power and dynamics, i.e. the institution of (political and financial) power corresponding to the new situation of a contemporary globalized world.(5)
