Worldwide, the number of terrorist attacks and the number of victims from such attacks have more than tripled in recent years. Yet contrary to what is generally believed, religion is the motivating factor in only a minority of cases. In terms of location, moreover, most violence-prone conflicts and most instances of political militancy can be found not in the Middle East, but in Asia. These are some of the findings from a global study carried out by the Bertelsmann Stiftung on the nature of politically motivated violence and extremism.

They come with calculable risks, thus fulfilling the principal requirements of large pools of capital such as insurance companies, pension funds, and foundations. Here again the Charter gestures to ‘rules for peaceful conflict management’ and unfortunately given recent experiences the images that immediately conjure are of claimants like doctrines of humanitarian intervention or the responsibility to protect. Surely, there is more to the ‘management’ of political conflicts. The challenge is for everybody committed to global peace to think more innovatively and practically to find ways to avert conflicts.

Martin Luther’s origins must be seen against the background of the late Middle Ages spheres of life, from which the awakening of the Reformation emerged. Luther developed a theology exclusively based on the Bible. With his severe criticism of the pope and the Church, he radically called medieval society into question. Due to the new medium of book printing, the Reformer quickly became a household name. After initial successes such as the translating of the Bible into German, the division of the Western Church led to a social crisis. Religious and political conflicts provoked hatred and violence. At the same time, the Reformation began to change the existing social order. A change of perspective helps manifest long-forgotten gender role changes. One of the Reformation’s gifts to posterity is today’s multifaceted Protestantism.

When the Gallic warbands first defeated the Roman army at the Battle of Allia, prior to the sacking of Rome, the Etruscans tried to capitalise on Rome's disarray, seizing the opportunity to capture Roman lands for themselves. They began by besieging Sutrium, a Roman ally. On the same day that Sutrium fell, the Roman dictator Marcus Furius Camillus marched on the inferior Etruscan forces, compelling them to surrender and offering to spare their lives.

The project grew out of a field trip to Murmansk. What fascinated the group around architect and researcher Francesco Sebregondi, the journalist Inna Pokazanyeva, the media artist Ildar Iakubov, and the film-maker Alexey Platonov most about the largest city above the Arctic Circle were the sharp contrasts defining it. For while the melting of the Arctic ice cap is quite rightly regarded as an environmental disaster, the fact is that for Murmansk, it opens up new economic prospects. New sea lanes promise more marine traffic, in anticipation of which the countries bordering the Arctic Ocean (the USA, Canada, Greenland, Iceland, Norway, and Russia) are already jockeying for position with major new port projects. Yet, the region’s economic potential will also lead to competing interests that are likely to bring political conflict in their wake. The group therefore takes the view that the Arctic can only be developed as a single, integrated territory. Hence, their decision to design a scenario that would add a third approach to the two already on the table, one of which envisages declaring the Arctic a sanctuary, while the other would allow it to be colonised.

Political representation is at the center of the current projects in the Research Area. The differences in the quality of representation in Latin America are enormous, and we seek to identify the historical and contemporary determinants of these differences. Our research shows that the legacy of historical polarization along ideological lines, as well as the strategies of contemporary political parties play central roles with respect to the politicization of social inequalities and grievances. We also focus on the consequences of good or bad representation. Where parties mirror the preferences of their voters, left-wing populist leaders will find it difficult to rally support, and most grievances will be channeled into the electoral arena. Where the traditional parties have proven unresponsive to their voters, on the other hand, anti-establishment mobilization finds fertile ground, and political conflict is more likely to be expressed in the protest arena.

The sub-project aims at highlighting the drawbacks and opportunities of global governance under the uncertainties of climate engineering. The project intends to proceed in four steps: Based on the insights from the natural sciences, we will select one CE-Measure that is (a) global in its effects and therefore might cause irritations within the international community and (b) is likely to be implemented in the future. In a second step the project will try to identify the inner structure of the possible conflicts stemming from the implementation of CE-measures by relying on the cost-benefit-analysis from the environmental-economics project. Using game-theory, these findings will be utilized to model how this conflict - in combination with high uncertainties about costs and benefits – might enable or limit international coordination on the field of climate engineering. Thirdly, the project will analyze to what extent the structures of the conflict on the field of CE resembles those of conflicts on other fields of international coordination and how governance has been achieved in these areas or what factors constrained it. One example of such a policy-field is international finance regulation. The question is how considerable uncertainties about costs and benefits have been handled and what form of coordination has ultimately been successful. In a final step, our findings will be used to evaluate different options concerning the global governance of climate engineering.
