Das heutige Wort "Globalisierung" gibt diesem Problem vielleicht den treffendsten Ausdruck: Die Gebärde des Versprechens ("wir alle werden davon profitieren"), mit der es auftritt, ist umso hohler, je mehr sie verschleiert, dass eben jene Globalisierung, die Wachstum, Entwicklung und Wohlstand angeblich "weltweit" vorantreibt, soziale Ungleichheiten, neue Ausbeutungsverhältnisse und die Abhängigkeiten so genannter Entwicklungsländer gerade verstärkt, ja hervorbringt.

Taken in this way, globality poses a central problem for political modernity; however, it is a problem, on which this era continues to labor more than it is able to find a solution. Perhaps the contemporary word "globalization" expresses this problem most aptly: the gesture of promise ("we will all profit from it"), with which it appears, is all the more hollow, the more it disguises that the same globalization that allegedly propels growth, development and prosperity "worldwide", also specifically increases, or even produces, social inequality, new conditions of exploitation and the dependencies of so-called developing countries. And the proud insignias of its existence and efficiency that this same globalization parades - the progress of techno-science, the expansion of communication technologies, worldwide networks of information - when taken by themselves, only express an indeterminate logic of capitalization (of goods, instruments, images, information), the social value of which is all the more dubious, the more precisely these areas today find themselves increasingly determined by unprecedented agglomerations and accumulations of power, undermining not only fair distribution but also the "balance" of information.

Wenn sich Firmen nicht daran halten, soll es Strafen geben. Die Freude war groß, als zu lesen war, dass es bei einem Nichterreichen der Quote zu Sanktionen kommt - so verstanden es jedenfalls viele! Beim genaueren Lesen des Richtlinienvorschlages kam jedoch die große Ernüchterung.

It has taken long, far too long for the EU Commission to propose a women quota on Europe's listed company boards. The proposal would stipulate that women occupy 40 percent of the seats on the non-executive boards of Europe's roughly 5,000 publicly traded companies by 2020. Female applicants will be treated with priority if their qualifications and achievement are equal to those of male applicants. Small and medium-sized enterprises (with fewer than 250 employees and a global annual turnover not exceeding EUR 50 million) as well as non-listed companies are exempt from this regulation. Penalties shall be imposed if companies fail to comply. People were delighted when they read that sanctions would be imposed if the quota was not fulfilled - that is at least what many understood! However, taking a closer look at the Directive proposal led to widespread disillusionment. According to the EU Commission, it is not the non-fulfilment of the quota, which shall be sanctioned/punished, but only the failure to report the ratio of men and women in governing bodies resp. a lack of transparency concerning the selection process itself. Whether this is the right approach to motivate companies to implement a quota by 2020 remains to be seen. However, past experiences and the example of Norway have taught us that the key to success is a legal women quota on supervisory boards underpinned by sanctions.
