In January 1981, after a seven-year study, the Commission, instructed by the Federal Council to re-examine the contested sections of motorway, gave its support to a motorway passing through the Simmental valley. Although no referendum or initiative could be launched to appeal the motorways, Franz Weber simply sidestepped the disastrous constitutional principle, concentrating solely on the protection of nature and clearly demanding that: "No motorway can be constructed between Wimmis in the Bernese Oberland and Uvrier in the Valais." In just six months (rather than the 18-month limit set), the Helvetia Nostra association collected 135,000 signatures. The two houses, the National Council and the Council of States, entered into the initiative, meaning a vote would become invalid. The initiative "No Motorway in the Simmental" could therefore be withdrawn and the Simmental was spared.

The right-wing conservative weekly Die Weltwoche sees the initiative as a boon for children from immigrant families: "No entry if you don't speak the vernacular. Anyone who wants to belong in Switzerland has to know that a Chrüsimüsi has nothing to do with breakfast cereal. ... The same educational bureaucrats who did all they could to push through early French teaching wanted to banish the vernacular from kindergartens. And that although that's the first (and often the only) opportunity for preschoolers to learn Swiss German. It's still possible for them to learn it at that age. Anyone who prevents them from learning it systematically excludes these children. Perhaps for their entire lives. Discrimination with the best intentions."

Swiss voters are likely to be given the chance to express their opinion on the introduction of national inheritance tax. By the beginning of 2013, 120,000 signatures in support of the people's initiative had been collected by the various political parties (the EPP, SP, CSP and the Greens) and the trade unions. According to the people's initiative, inheritances of over two million francs would be taxed at 20%. CHF 200,000 of tax would therefore be due on an inheritance of CHF 3 million. Two thirds of the revenue obtained would finance old-age and surviving dependants insurance (AHV), one third would be kept by the canton. The people's initiative is known as "Tax inheritances in the millions for the benefit of our old-age and surviving dependants insurance". As a protective measure, specific tax rates would apply when passing on businesses or farms. Inheritances and gifts between spouses or registered partners would not be taxed at all.

The conference opened with a keynote address by President of the Swiss Confederation Micheline Calmy-Rey on the relation between globalisation and democracy. Mrs Calmy-Rey pointed out that increasing globalisation has radically changed the role of national states. The higher level of global interconnectedness and the transition from a bipolar to a multipolar world with numerous actors have considerably weakened the once dominant role of national states on the international scene. She said that the challenge was to take account of these developments in our direct democratic institutions. "The instrument of the popular initiative must be adapted to our increasing international interconnectedness so that it can retain its effectiveness. She stressed that an adjustment of this kind would not undermine  Swiss identity in any way.

The intention was to retain affordable residential and commercial spaces or if need be to create new ones in new buildings.
