Die Stichprobenziehung erfolgte zweistufig: Aus den vom Statistischen Bundesamt bzw. den Statistischen Landesämtern zur Verfügung gestellten gemeindestatistischen Daten wurden 281 Sample Points (250 Gemeinden) ermittelt, deren Einwohnermeldeämter im Juli 2007 gebeten wurden, durch eine systematische Zufallsauswahl (Intervallziehung) aus den Einwohnermeldeamtsregistern eine Liste von Personenadressen der Geburtsjahrgänge 1956 bis 1988 zur Verfügung zu stellen.

The random sample was drawn in two steps. First 281 sample points (250 communities) were taken from data provided by the Federal Statistical Office or its state agencies. Their local residents' registration offices were asked to provide a systematic random sample (interval sampling) from their person registers and to provide a list of addresses from the birth cohorts 1956-1988. Second, for the field work, 152 addresses per sample point were selected by a simple random sample, making a total of 42.712 addresses. For 22.656 addresses a valid telephone phone number could be researched.

The evaluation of the micro census 2005 by the Federal Statistical Office allows drawing the following picture of the population in Germany that has a migration background: A total of 15.3 million persons with migration background are living in Germany, which corresponds to about 18.6 per cent of the total population. Of these, 8 million persons were granted the German nationality so far. About 96 per cent (14.3 million) of them are living in the western federal states and in Berlin. Large cities show the largest proportions of foreign citizens. In Stuttgart, this percentage amounts to about 40 per cent, while the portion in Frankfurt/Main reaches 39.5 per cent and in Nuremberg it comes at 37 per cent. The main countries of origin are Turkey, which accounts for 14.2 per cent of all immigrants, followed by Russia with 9.4 per cent, Poland with 6.9 per cent, Italy with 4.2 and Romania, Serbia and Montenegro with 3.0 per cent each. According to the Federal Statistical Office, the number of naturalisations has considerably fallen over the past years: While the number of migrants being granted the German nationality in 2003 was still at 140,700, the number had declined until 2005 to 117,200. Of these persons, 33,000 were from Turkey, 13,000 from the former Yugoslavia, almost 7,000 from Poland and about 5,000 from Russia.

The data collected on the basis of representative electoral statistics are analysed by the statistical offices of the Länder and the Federal Statistical Office. The data gathered from the districts which are contained in the random sample are first extrapolated for each Land to obtain the total number of persons entitled to vote and of voters. The extrapolated figures for each Land are then aggregated to establish the result for the federal territory, which is published for the federal territory and the Länder. The data can also be made available to individual municipalities where representative statistics have been compiled so that they can publish aggregate results. In order to protect the secrecy of the ballot, results for individual polling districts contained in the random sample must not be released.
