In Anwendung dieser Regel auf den vorliegenden Fall gelangte die Kammer zu der Auffassung, dass es mit einer korrekten Anspruchsauslegung nicht vereinbar sei, in Anspruch 18 eine bestimmte Bedeutung von X hineinzulesen, die nur in der Beschreibung vorkomme, und sich dann auf dieses Merkmal zu stützen, um eine Unterscheidung gegenüber dem Stand der Technik vorzunehmen (s. T 881/01).

The Federal Bureau for the Recognition of Foreign Refugees (BAFl) registered 9,760 asylum-seekers in October. This means an increase by 8.3 percent in comparison to the previous month. The Federal Interior Ministry pointed out, however, that the numbers were 16.4 percent lower than those for October 1996. For the period from January to October, the number of applications for asylum dropped by 10 percent in comparison to the same period of the previous year. The ministry noted that the number of applicants from Yugoslavia has risen markedly. Yugoslavia, for the second time in a row, has led the list of countries from which asylum-seekers originate. A ministry spokeswoman was not yet able to say for certain whether or not the increase was due to civil-war refugees from Serbia and Montenegro who are trying to avoid deportations to their countries by applying for asylum in Germany.

The problem with the current regulation would not lie in a limit to the journeys themselves, but in the inadequate control and execution. He regarded the clarification that employers had to take care of overnight accommodation in connection with the weekly resting period, as a "noble objective"; however, he pointed out that in many parts of Europe there would not be a sufficient number of hotels along motorways. He also thought it was positive that the Commission had held extensive consultations and discussions with stakeholders in the run-up.

In Sweden, the national action plan on drugs 2002–05 resulted in drugs moving up the political agenda at the local, regional and national level. Most municipalities in Sweden now have some form of action plan on drugs, and higher priority is now given to coordination and cooperation between stakeholders in the field of drugs, resulting in improvements in these areas. There have also been developments in both the types and accessibility of treatment available for drug addicts. In the United Kingdom, the Audit Commission, while acknowledging progress in drug treatment, suggested that there remains room for improvement in facilities for reintegration and rehabilitation of drug users, such as housing, social care and other support services. In the future, the government’s success in achieving the aims of the drug strategy will be measured against targets set out in the PSAs, and by a drug harm index (DHI), which will assess the harms generated by problem use of any illegal drug.
