C.L.: Ich bin sehr beunruhigt über die Bedingungen, unter denen die UN-Klimakonferenz in Durban stattfinden wird. Die Konferenz in Cancún, letztes Jahr, hatte durchaus Hoffnungen geweckt. Die mexikanische Präsidentschaft hatte sich selbst übertroffen und war zu einem von den Ländern des Südens angeschobenen Übereinkommen gelangt, das den Ländern des Nordens bestimmte Verpflichtungen auferlegte, darunter insbesondere die Bereitstellung eines Fonds von 100 Milliarden Dollar. Ein Jahr später sind wir in dieser Angelegenheit kein Stück weiter gekommen.

C.L.: I am extremely concerned by the conditions in which the next United Nations Conference on climate change is taking place in Durban. The Cancun Conference of the previous year did raise hopes. The Mexican presidency worked miracles as it managed to broker an agreement as called for by developing countries and which involved some commitments by developed countries – in particular, contributing to a $100 billion fund. Here we are one year later and there has been almost zero progress made.

To satisfactorily respond to these new realities, the Busan Forum intends to create a partnership for development that includes all of the new actors, while simultaneously defining the principles for effective cooperation in the developing countries. For the first time, a structured dialogue will be conducted with all donor and beneficiary countries with the goal of forging a common basis for enhanced coordination. A pivotal element characterizing this new coordination is the understanding that development can be successful only if the development priorities are set by the government and the civil society of the developing country itself. It is also crucial that the private sector be adequately recognized as an important driving force behind development. The Busan Forum continues the work begun in the previous rounds which set down principles for classical North-South development assistance.

The National Dialogue Conference was initiated on 18 March 2013 and is to be held for six months. The Conference has 565 members representing the North and the South of Yemen to 50 per cent respectively. Each of these two main groups reserves 30 per cent of its seats to women and another 20 per cent for youth representatives. The delegates of political groups were designated by their respective parties and movements while those representing women and youth were selected by a Technical Committee on the basis of guidelines established by the Preparatory Committee. Formally, the Conference is presided over by the President of the Republic.
